At the meeting, representatives of the Vietnamese community in Laos raised a number of opinions and recommendations to the Party and State; at the same time, they affirmed that they are always united, comply with the laws of the host country, always turn towards their homeland and country, and make practical contributions to fostering the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
Talking intimately with the people, National Assembly Chairman Tran Thanh Man expressed his joy and emotion when he and the Vietnamese National Assembly Delegation visited the Embassy, met with officials, embassy staff and representatives of associations, and people representing the Vietnamese community in Laos on the occasion of an official visit to Laos and attending the 45th AIPA General Assembly.
On behalf of the Party and State leaders, the National Assembly Chairman cordially sent his best regards and congratulations to the embassy staff and all Vietnamese people in Laos.
The National Assembly Chairman stated that the delegation's visit to Laos this time aims to continue implementing the Party's foreign policy, proactively and actively consolidating and deepening political relations, promoting effective and substantive cooperation between Vietnam and Laos in all fields, on all channels of the Party, National Assembly, Government and people-to-people exchanges. Strengthening trust with partner countries and traditional friends; building and consolidating personal relations between our senior leaders and senior leaders of Laos.
The National Assembly Chairman also informed the people about the socio-economic situation and activities of the National Assembly; emphasizing that the Party and State always recognize and appreciate the role of generations of Vietnamese people in Laos .

The National Assembly Chairman expressed his joy at seeing the Vietnamese community in Laos always united, well integrated, having a stable life and always obeying local laws.
The National Assembly Chairman highly appreciated associations such as the General Association of Vietnamese in Laos, Vietnamese associations in the provinces, and the Vietnamese Business Association in Laos for their effective operations, promoting the role of mass organizations, uniting and connecting the community, actively participating in local social activities and always responding to the policies of the Party and State, actively participating in activities towards the roots. The National Assembly Chairman hopes that associations in Laos will continue to closely coordinate, gather the Vietnamese community in Laos, continue to encourage them to make more efforts, with the spirit of "building the friendly country of Laos is building our own country", "helping our friends is helping ourselves", as taught by President Ho Chi Minh: "Unity, unity, great unity/ Success, success, great success" ; "Nothing is difficult/ Only fear that the heart is not steadfast/ Digging mountains and filling seas/ With determination, it will be done".

The National Assembly Chairman hopes that the Vietnamese people in Laos will continue to make greater efforts and actively contribute to the economic development and construction of Laos; believing that the Vietnamese community in Laos will increasingly develop, unite, and turn towards the country; always preserve and promote the precious traditions of the nation, love, unite, and support each other. Care for and educate children and grandchildren to always turn towards their roots, preserve Vietnamese cultural identity; continue to contribute and join hands for a united, strong, and developed community with prestige and position in the local society and contribute to fostering the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.
Regarding some of the concerns, aspirations and proposals of the people and the business community, the National Assembly Chairman affirmed that the Party and the State always listen to the opinions, proposals and recommendations of the people, and have and are having solutions to create more favorable conditions for the people and the business community to live and do business in Laos. The leaders of the National Assembly and the Government will continue to discuss with the leaders at all levels of Laos, create a favorable legal framework, and remove difficulties for the implementation of cooperation projects between the two countries.
The National Assembly Chairman said that recently, our State has issued new policies, as well as amended and supplemented a number of policies to concretize the Party's guidelines on caring for overseas Vietnamese such as the Law on Identification, the Land Law (amended)... Accordingly, the Law on Identification 2023 clearly stipulates that all Vietnamese citizens are granted identification, regardless of whether they live in Vietnam or settle abroad. In the Land Law (amended) 2024, overseas Vietnamese have had their land use rights expanded, and land policies for overseas Vietnamese are regulated as Vietnamese citizens, just like individuals in the country. This shows an innovation when issuing policies and laws that pay attention to the overseas Vietnamese community.
The National Assembly Chairman praised the efforts of the Ambassador, the staff of the Vietnamese Embassy in Laos and the agencies affiliated to the Embassy for their efforts and overcoming difficulties to successfully complete the tasks assigned by the Party and State.
The National Assembly Chairman also stated that the Party, State and National Assembly always pay attention, support and create the most favorable conditions for Vietnamese representative agencies abroad to operate effectively, contributing to the protection, construction and development of the country. Last April, the National Assembly Standing Committee agreed with the policy and content of amending and supplementing Decree 08/2019/ND-CP dated January 23, 2019, stipulating a number of regimes for members of Vietnamese agencies abroad to ensure better treatment for members of Vietnamese agencies abroad in accordance with the country's potential, position and economic conditions in the new situation and the characteristics of the foreign affairs sector.
The National Assembly Chairman suggested that the Embassy do better in community work in Laos, including continuing to strengthen coordination with Lao authorities to implement comprehensive measures to care for and support our compatriots, especially in remote and disadvantaged areas of Laos, so that our compatriots have a solid legal status, stabilize their lives, develop their economy, comply with the law and integrate smoothly into the local community.

Previously, on behalf of all officials and staff of the Embassy, representative agencies, businesses and the Vietnamese community in Laos, Vietnamese Ambassador to Laos Nguyen Minh Tam warmly welcomed National Assembly Chairman Tran Thanh Man and the high-ranking Vietnamese delegation who took the time to visit the Embassy, meet with representatives of businesses and the community on the occasion of their official visit to Laos and attending the 45th AIPA General Assembly in the capital Vientiane.
Reporting to the National Assembly Chairman and the Delegation on the situation in Laos and the special importance of the Vietnam-Laos relationship, the Ambassador stated that over the past years, under the direction of the Party and State leaders, the Embassy, with a high sense of responsibility, has strived to overcome all difficulties, devoted itself to doing a good job of advising the country, acting as a bridge and coordinating between the Party, State, National Assembly, Government agencies, ministries, branches, localities, and mass organizations to carry out specific tasks according to the agreement of the high-ranking leaders of the two Parties and two countries; ensuring information and propaganda work, contributing to continuing to firmly consolidate the special Vietnam-Laos relationship, bringing the cooperation between the two countries into greater depth and effectiveness in all fields, contributing to consolidating and strengthening the special solidarity between Vietnam and Laos.
Regarding community work - an area of work that the Embassy and our representative agencies pay great attention to, the Ambassador said that the Vietnamese community in Laos is always united, stable in business, always aiming for and making the best contributions to the homeland.
Over the years, the Embassy and representative agencies have focused on building, consolidating and enhancing the role of the Association, from the General Association of Vietnamese in Laos at the central level to 16/18 provincial associations in Laos. The system of community schools from kindergarten to high school is regularly cared for and developed, creating the best environment for Vietnamese children in Laos to develop in terms of morality, intelligence, physical fitness and aesthetics.
The work of preserving Vietnamese language and culture is highly valued. The Embassy has actively implemented the "Project for Honoring Vietnamese Language in Overseas Vietnamese Communities in the period of 2023 - 2030" and "Plan for Honoring Vietnamese Language in Overseas Vietnamese Communities in 2023 and 2024". Recently, the Embassy has proposed that the Vietnamese Association of Vientiane establish a Vietnamese Language Committee and mobilize the community and businesses to support and raise the "Developing Vietnamese Language" Fund...
