At 1:30 p.m. on September 8 (local time), National Assembly Chairman Tran Thanh Man and a high-ranking delegation of the Vietnamese National Assembly arrived at Vnukovo Airport, Moscow, beginning an official visit to the Russian Federation.
Welcoming the Chairman of the National Assembly of Vietnam at the airport were First Vice Chairman of the State Duma of the Russian Federation II Melnikov, officials of the State Duma of the Russian Federation and relevant agencies; Ambassador Extraordinary and Plenipotentiary of Vietnam to the Russian Federation Dang Minh Khoi, a large number of officials and staff of the Embassy and representatives of overseas Vietnamese in Vietnam. The National Assembly Chairman's delegation included Deputy Prime Minister Tran Hong Ha, Vice Chairman of the National Assembly Nguyen Khac Dinh and many leaders of ministries, departments, branches and a number of localities that have had and are having cooperation programs, promoting cooperation with partners of the Russian Federation in many fields.
This visit of National Assembly Chairman Tran Thanh Man is at the invitation of Chairman of the State Duma, Federal Assembly, Russian Federation Vyacheslav Victorovich Volodin and Chairwoman of the Federation Council, Federal Assembly, Russian Federation Valentina Ivanovna Matvienko.
Informing about the important contents of this visit to the Russian Federation, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said: This is the first official visit to the Russian Federation by comrade Tran Thanh Man in his capacity as Chairman of the National Assembly and also the first visit to the Russian Federation by a key leader of the Party and State of Vietnam in 2024; right after the visit to Vietnam by President of the Russian Federation Putin in June 2024.
Mr. Bui Van Cuong emphasized: The visit is one of the practical and effective activities to concretize the Joint Statement and deepen the Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the basic principles of Vietnam-Russia friendship, agreed upon by the leaders of the two countries during President Putin's visit to Vietnam; as well as the content on the direction of promoting cooperation discussed and agreed upon between General Secretary and President To Lam and President Putin in the phone call on August 8, 2024.
With many important activities to meet with the community and bilateral contacts, meet and work with the leaders of the Russian Federation today and in the coming days, according to the Secretary General of the National Assembly, Head of the Office of the National Assembly expressed his belief that this visit will contribute significantly to promoting and strengthening the Comprehensive Strategic Partnership between Vietnam and the Russian Federation in general, and the close and good cooperation between the Vietnamese National Assembly and the State Duma and the Federation Council of the Russian Federation Parliament in particular.
Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong added: One of the important contents of the working program in Moscow, the Chairman of our National Assembly will hold talks and, together with the Chairman of the Russian State Duma, chair the third meeting of the Vietnam-Russia Inter-Parliamentary Cooperation Committee.
This is the first and highest model of parliamentary cooperation between our National Assembly and a foreign legislative body. The two sides successfully held the first session in 2019 in Russia and the second session in 2023 in Vietnam.
During this visit, the leaders of the two countries will hold talks and sign a new cooperation agreement between the Vietnamese National Assembly and the Federation Council, and witness the signing of a cooperation agreement between the Office of the Vietnamese National Assembly and the Office of the Russian State Duma to promote the relationship between the two National Assemblies commensurate with the Vietnam-Russian Federation Comprehensive Strategic Partnership in the new situation.
During this visit, National Assembly Chairman Tran Thanh Man is expected to meet and contact senior leaders of the Russian Federation as well as leaders of several major political parties of the Russian Federation; and receive several local leaders of the Russian Federation that have cooperation with Vietnam.
