At the meeting, all opinions expressed agreement with the Central Government's policy on merging some provincial-level administrative units, ending the operation of the district level, and rearranging commune-level administrative units.

Voters emphasized that the people are extremely excited and have absolute confidence that the Politburo, the Central Executive Committee, the National Assembly, and the Government will successfully direct the revolution to streamline the apparatus of the political system; create momentum for economic development, strengthen national defense and security, and improve people's lives. Voters expect that in the coming time, Party committees and authorities at all levels will continue to pay attention to effectively implementing the proposed plans, contributing to bringing happiness and prosperity to the people.

Voter Tran Van Huy (Hoa Luu commune, Vi Thanh city) proposed that the Central Government should pay attention to investing in administrative reform, smart operation centers, information infrastructure, simplifying administrative procedures... to facilitate people to carry out administrative procedures after merging and consolidating provincial and commune-level administrative units.

At the meeting with voters, Secretary of the Provincial Party Committee and Chairman of the People's Council of Hau Giang province Dong Van Thanh discussed and clarified a number of specific issues of interest to voters.

The district level has fulfilled its tasks well in the recent revolutionary period.

Speaking at the meeting with voters, National Assembly Chairman Tran Thanh Man thanked the large number of voters who attended the meeting and had many enthusiastic opinions supporting the policies of the Party, State and National Assembly; affirmed that he and the provincial National Assembly Delegation would fully absorb the voters' opinions to report to the National Assembly.

The National Assembly Chairman said that the 9th Session of the 15th National Assembly has a huge amount of work, arguably the largest ever. The session is scheduled to open on May 5, in which the most important task is to amend the 2013 Constitution, specifically amending 8 articles to serve the arrangement and streamlining of the political system's apparatus.

It is expected that the public opinion on the amendment of the Constitution will be collected from May 6 to June 5, 2025. After that, the agencies will have 5 days to synthesize and receive public opinions to submit to the National Assembly for approval of the Resolution on the amendment of the Constitution. After being approved by the National Assembly on June 30, 2025, the district level will end its activities on July 1, 2025.

“The district level has fulfilled its tasks well in the past revolutionary period. In the new revolutionary period, we will streamline the apparatus, and if there is no longer an intermediate level, the district level will cease its operations.” Emphasizing this, the National Assembly Chairman also said that at the Ninth Session, the National Assembly will consider and decide on the merger of provincial-level administrative units. According to the Central Government's policy, the country will have 34 localities, of which Hau Giang province will merge with Can Tho City and Soc Trang Province, named Can Tho City, with the political and administrative center located in Can Tho City today, ensuring conditions for expanding development space. The commune level will also be reorganized with the goal of reducing about 60-70% of the total number of units nationwide. The National Assembly Standing Committee also issued Resolution No. 76 dated April 15, 2025 on the arrangement of administrative units in 2025, which has taken effect immediately.

“This is an unprecedented revolution to streamline the apparatus, ensuring that our apparatus is strong, efficient, effective and efficient. Only by streamlining the apparatus can we have more resources to invest in socio-economic development, resources to ensure national defense and security, resources to improve people's lives,” the National Assembly Chairman emphasized.

The National Assembly Chairman also said that the National Assembly is expected to consider and approve 33 draft laws and more than 20 draft resolutions at the 9th Session related to organizational structure, socio-economic development, etc. In particular, the National Assembly will amend the Law on Election of National Assembly Deputies and People's Council Deputies at All Levels. It is expected that the election day of the 16th National Assembly Deputies and People's Council Deputies at All Levels will also be held earlier on Sunday, March 15, 2026 to create synchronization with Party committees at all levels, promptly implementing the resolution of the 14th National Party Congress.

Regarding the key tasks in the coming time, National Assembly Chairman Tran Thanh Man suggested that Hau Giang province focus on directing and drastically implementing the tasks of streamlining the organizational apparatus according to the projects and plans approved by the Central Government.

Sharing voters' opinions on the settlement of headquarters after the rearrangement, the National Assembly Chairman suggested that Hau Giang province proactively plan to manage, use, and handle assets, offices, and official residences, absolutely avoiding loss, waste, and negativity.

“The number one priority for surplus headquarters is to turn them into schools for students, upgrade, repair, and expand them to take care of education; next is to prioritize healthcare to take care of people’s health care; to make them into community venues for people…” Emphasizing this, the National Assembly Chairman also reiterated the viewpoint of General Secretary To Lam, that surplus headquarters must absolutely not be abandoned or wasted.

Regarding voters' opinions on Hau Giang's development orientation after the merger, the National Assembly Chairman suggested that if Can Tho is the political and administrative center, Hau Giang can be the center of culture, agriculture, tourism, etc.

Reiterating President Ho Chi Minh's saying "It's a hundred times easier to endure without the people/It's a thousand times harder to overcome with the people", the National Assembly Chairman stated that merging provinces and rearranging communes is to create development space for localities, administrative procedures must be easier, closer to the people, grasping the people's thoughts and aspirations to better serve the people.

The National Assembly Chairman also requested the leaders of Hau Giang province to closely coordinate with the leaders of Can Tho city and Soc Trang province to immediately prepare the documents for the Congress of Can Tho city after the merger, prepare personnel, planning, and arrange the organization and apparatus so that after the National Assembly passes the amendment to the Constitution, the consolidation and arrangement of the organization and apparatus will be completed and commune-level administrative units will officially come into operation no later than August 15, 2025, and provincial-level administrative units will officially come into operation no later than September 15, 2025.

Regarding the organization of Party Congresses at all levels, the National Assembly Chairman requested leaders and direction to strictly implement Directive No. 45 dated April 14, 2025 of the Politburo on directing Party Congresses at all levels.

Along with that, continue to pay attention to and organize well major commemorative activities in 2025, focusing on the 50th anniversary of the Liberation of the South and National Reunification; the 135th birthday of President Ho Chi Minh; the 80th anniversary of the August Revolution and National Day September 2, along with commemorative activities of each locality.

The National Assembly Chairman suggested that localities vigorously launch emulation movements to celebrate the country's important anniversaries in conjunction with Party Congresses at all levels, towards the 14th National Party Congress, and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Noting that Hau Giang has many key projects, the National Assembly Chairman suggested that the province pay attention to speeding up the disbursement of public investment capital, determined that "the main avenue is the big rich, the middle avenue is the middle rich, the small avenue is the small rich, the roads, electricity, and water will create a bright life".
