National Assembly Chairman receives ambassadors and chargé d'affaires of ASEAN countries and Timor-Leste

The Vietnamese National Assembly effectively contributes to realizing the goals of the ASEAN Community Vision 2025

On behalf of the Ambassadors, Chargé d'Affaires and representatives of ASEAN member countries and Timor-Leste in Vietnam, Lao Ambassador to Vietnam Khamphao Ernthavanh sent warm congratulations to National Assembly Chairman Tran Thanh Man on his election to the new position.

The Lao Ambassador to Vietnam emphasized that in the nearly 30 years since Vietnam joined the ASEAN Inter-Parliamentary Organization (AIPO), the predecessor of the ASEAN Inter-Parliamentary Assembly (AIPA), the Vietnamese National Assembly has effectively contributed to realizing the goals of the ASEAN Community Vision 2025 and has put forward many initiatives and actively participated in improving the effectiveness of regional inter-parliamentary cooperation.

The Lao Ambassador to Vietnam believes that negotiation and cooperation mechanisms are practical solutions to the complex geopolitical and economic instabilities of today's world and that ASEAN is the key to promoting peace and stability in both the region and the world.

ASEAN Parliamentary Leaders will promote the common values ​​of the ASEAN Community, share common interests with countries to address common challenges in the region during Laos' ASEAN Chairmanship Year 2024.

The Lao Ambassador said that the theme of the 45th AIPA General Assembly is "The Role of Parliaments in Enhancing ASEAN Connectivity and Inclusive Growth", which will be held on October 18-24, 2024 in Vientiane with many important goals identified.

Lao Ambassador Khamphao Ernthavanh thanked ASEAN member countries, especially Vietnam, for supporting Laos to successfully perform its role as ASEAN Chair 2024 and the 45th ASEAN Inter-Parliamentary Assembly (AIPA-45), contributing to promoting the good success of Laos' ASEAN Chairmanship term.

The Lao Ambassador believes that under the leadership of National Assembly Chairman Tran Thanh Man, the existing friendship and close cooperation between Vietnam and ASEAN member countries and their peoples will continue to be further strengthened to maintain peace, security and stability in the region in the coming years. The Ambassador wishes the 7th Session of the 15th National Assembly of Vietnam a great success.

At the meeting, National Assembly Chairman Tran Thanh Man expressed his joy at meeting Ambassadors and Charge d'Affaires of Southeast Asian countries in his new position; respectfully sent the Ambassadors and Charge d'Affaires deep thanks to the Leaders of the National Assemblies/Parliaments of Southeast Asian countries for sending congratulatory letters on the occasion of his election as Chairman of the 15th National Assembly.

On this occasion, National Assembly Chairman Tran Thanh Man congratulated Laos on its responsibility as ASEAN Chair and ASEAN Inter-Parliamentary Assembly (AIPA) Chair in 2024; believed that, under the leadership of the Lao Chair, ASEAN and AIPA will continue to achieve new successes, contributing to peace, stability, cooperation and sustainable development in the region; affirmed that the Vietnamese National Assembly is ready to support and accompany the Lao National Assembly to successfully undertake these important responsibilities.

The National Assembly Chairman emphasized that neighboring Southeast Asian countries and ASEAN hold a particularly important position, are a top priority and are an inseparable part of Vietnam's foreign policy. Currently, in addition to the very good development of relations both bilaterally and multilaterally at the State level, the relationship between the Vietnamese National Assembly and the parliaments of Southeast Asian countries is also developing positively. The relationship between Vietnam and Southeast Asian countries is constantly being paid attention to and promoted in many areas based on the traditional relations, strengths and needs of each country.

The Vietnamese National Assembly always pays attention to and fully supports the Vietnamese Government's continued promotion and upgrading of the framework of relations with Southeast Asian countries to strengthen trust, solidarity, and foster friendship, cooperation, and close ties between Vietnam and ASEAN member countries, for the strong and prosperous development of the ASEAN Community.

National Assembly Chairman Tran Thanh Man highly agreed with ASEAN's theme for 2024, "Promoting Connectivity and Resilience", and especially welcomed ASEAN's efforts in building the ASEAN Community Vision 2045, towards a resilient, dynamic, creative and people-centered ASEAN. The National Assembly Chairman said that these contents are of extremely practical significance, meeting the common concerns of the region and are also strategic orientations, creating momentum for ASEAN's breakthrough and stronger growth in the future.

National Assembly Chairman Tran Thanh Man believes that, with the solid foundation of nearly 60 years of cooperation, member countries will continue to promote the spirit of solidarity, sharing and cooperation, contributing to the steady development of ASEAN in all circumstances. The successful implementation of this year's key priorities will add new impetus to the process of building the ASEAN Community.

With a proactive, positive and responsible spirit, the Vietnamese National Assembly will closely coordinate with the Parliaments of ASEAN countries to participate and effectively contribute to the realization of the goals of the ASEAN Community Vision 2045.

National Assembly Chairman Tran Thanh Man also shared some key issues, namely that as the representative body for the will and voice of the people, AIPA and its member parliaments will have to continue to effectively play the role of a bridge between the people and the governments of the countries, affirming the core spirit of ASEAN with “people as the center, goal and driving force of the Community building process”. The legitimate voices and aspirations of the people need to be listened to and truly reflected in ASEAN’s strategies and plans, creating a solid foundation for inclusive, sustainable and people-oriented development of ASEAN.

National Assembly Chairman Tran Thanh Man welcomed ASEAN's efforts to build many cooperation frameworks in new areas such as digital economy, circular economy, digital transformation, and energy transformation. ASEAN is also actively negotiating and upgrading many trade agreements both within the bloc and with external partners such as China, South Korea, Japan, and India.

To soon put these agreements and frameworks into practice, AIPA and its member parliaments need to continue to accompany and closely coordinate with the governments of the countries in building a suitable legal system, actively reviewing and removing barriers, and making efforts to create the most favorable legal corridor for the effective implementation of cooperation frameworks.

According to the National Assembly Chairman, in the coming time, it is necessary to further enhance AIPA's contribution to maintaining peace, security and stability in the region. With its geostrategic position, the ASEAN region is both the focus of cooperation and the focus of competition. Accordingly, it is necessary to focus on promoting AIPA's role in consolidating and spreading the values ​​of dialogue and consultation, promoting standards of conduct and upholding compliance with international law, engaging partners to participate and contribute responsibly to the region, respecting ASEAN's central role, and working with ASEAN to respond to common challenges.

National Assembly Chairman Tran Thanh Man affirmed: "Vietnam wishes to promote and further expand cooperative relations in accordance with the content of the bilateral cooperation framework with each ASEAN member country, especially in potential cooperation areas, meeting development needs, for the practical interests and prosperity of each country, while at the same time helping to keep up with the general development trend of the world. I believe that strengthening trust, solidarity, nurturing friendship, cooperation and close relations between Vietnam and each ASEAN member country will also make important contributions to the strong development and common prosperity of the ASEAN Community."

The National Assembly Chairman also hopes that the Ambassadors and Chargés d'Affaires will continue to support and be an important bridge in the cooperative relationship between the Vietnamese National Assembly and the National Assemblies of other countries, contributing more to promoting the friendly and cooperative relations between Vietnam and Southeast Asian member countries.
