Also participating in the delegation were Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission Bui Thi Minh Hoai; Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong; Deputy Prime Minister Tran Luu Quang and Chairmen of the National Assembly Committees. On the Chinese side, there was Deputy Chairman of the Standing Committee of the National People's Congress of China Wang Dongming.
National Assembly Chairman Vuong Dinh Hue visited the exhibition area and heard an introduction about the center; the relationship between the center and the Law Committee of the National People's Congress of China and agencies and organizations in the political system as well as at the local level.
Since its establishment, the Hongqiao Legislative Center has contributed to the drafting of 82 draft laws and legal documents, including four laws enacted by the National People's Congress and local legal documents. The center is currently the leader among 25 legislative contact points.
Speaking here, National Assembly Chairman Vuong Dinh Hue thanked the delegates for sharing vivid stories in the law-making process of the National People's Congress of China and the Shanghai People's Congress.
Appreciating China's model in the law-making process, the National Assembly Chairman pointed out that legislation is the basic function of the National Assembly, and legislative work is to serve the people and businesses. Laws enacted must originate from the will, aspirations, thoughts and feelings of the people and the business community, from the requirements and demands of practical life.
The National Assembly Chairman said that in the process of law-making, the Vietnamese National Assembly has a motto that if we want laws to come into life, life must be reflected in the law. If the law does not originate from real life, it will be very difficult to implement in reality.
"If we just sit in air-conditioned rooms to draft legislation, no matter how good the experts are, we will be far from reality and life. Therefore, the process of collecting opinions and soliciting opinions from people and businesses is extremely important. The model of establishing legislative centers, including the central level of the National People's Congress, the city People's Congress and the grassroots level like China, is a very unique model. We will study this model in depth," said the National Assembly Chairman.
The National Assembly Chairman said that Vietnamese authorities are reviewing and amending the Law on Promulgation of Legal Documents. Therefore, the discussion on the model is a good experience for reference.
Wang Dongming, deputy chairman of the Standing Committee of the National People's Congress of China, said that 6,700 legal contact points nationwide have played an important role in the legislative process in China. Local People's Congresses have organized the construction of legislative contact centers.
Mr. Vuong Dong Minh thanked the National Assembly Chairman for sharing experiences and good practices of the Vietnamese National Assembly in performing its legislative functions; at the same time, he said that the two legislative bodies should continue to strengthen cooperation at all levels to better operate the two legislative bodies, serving the national development process in each country, and implementing the common perception of high-ranking leaders as well as the Cooperation Agreement between the two agencies that was just signed during the official visit of National Assembly Chairman Vuong Dinh Hue.
