On September 6, the National Assembly Standing Committee held the first national conference to implement laws and resolutions of the 15th National Assembly.
Briefing on the implementation of laws and resolutions of the National Assembly, Deputy Prime Minister Le Minh Khai said that ministries and ministerial-level agencies have made positive changes in law-making. There are 8 ministers and heads of ministerial-level agencies directly directing this work. Law-making has been more closely linked with law enforcement and administrative procedure reform.
Referring to the causes of limitations and shortcomings, Deputy Prime Minister Le Minh Khai said that some agencies have not fully promoted the role and responsibility of legal organizations and experts in drafting and promulgating documents.

In addition, in some cases, the time from when the law or resolution is passed to when it takes effect is very short, not ensuring the necessary time to develop and promulgate detailed regulations that take effect at the same time as the law or resolution. There are signs of fear of responsibility and avoidance of work in advising on institutional development in some places.
"Proactively propose and issue revised and supplemented documents to suit the new situation, handle shortcomings in a timely manner, and there is a phenomenon of shirking responsibility in the work of law making," said Mr. Khai.
The solution proposed by the Government is to strengthen discipline and order in law-making work; the responsibility of heads of Government agencies, ensuring compliance with the regulation "being responsible for the entire content and progress of submitting assigned projects, proposals, and legal documents".
Sharing his experience at the conference, Lieutenant General Le Quoc Hung - Deputy Minister of Public Security said that the work of law-making requires direct and comprehensive leadership from the Party Committee - this is an immutable principle.
According to Mr. Hung, in the process of building and preparing documents and draft laws to be submitted to all levels, there is always a mandatory principle that sub-law documents must be drafted, from resolutions, decrees to circulars and guidance documents.
Another experience shared by the representative of the Ministry of Public Security is to identify early, from afar, from the source of the shortcomings and "bottlenecks" of the institution to propose breakthroughs and promptly resolve difficulties, creating breakthroughs in institution building.
In his closing speech at the conference, National Assembly Chairman Vuong Dinh Hue stated that the implementation of laws and resolutions requires greater efforts and determination among agencies and organizations.
On behalf of the National Assembly Standing Committee (NASC), the NA Chairman requested central and local agencies to continue to promote the results, lessons learned and achievements, and overcome limitations.
At the same time, tighten discipline, enhance discipline and responsibility in the organization of law enforcement and resolutions of the National Assembly and the Standing Committee of the National Assembly, especially the responsibility of heads of agencies, organizations and units.
The National Assembly Chairman requested the Government to further promote its role and responsibility in organizing the implementation of the Constitution, laws, and resolutions of the National Assembly; focus on drastic direction, ensuring resources and necessary conditions for law enforcement.
Promote decentralization and reasonable delegation of power along with strengthening inspection, supervision and monitoring; promptly and effectively overcome the situation of shirking, evasion and lack of responsibility among some cadres and civil servants, and strictly handle violations.
The National Assembly Chairman requested to focus on institutionalizing and effectively implementing the Party's policy on combating negativity in law-making work; not allowing "policy corruption", "group interests", "local interests" to occur in the development and promulgation of legal documents.
For delegations and delegates, the National Assembly Chairman requested to continue to strengthen supervision of law enforcement, implementation of laws and resolutions of the National Assembly in localities; pay attention to supervising the promulgation and organization of implementation of documents detailing the implementation of laws and resolutions of the National Assembly.
