Within the framework of the official visit to the People's Republic of China, on the afternoon of April 8, at the Great Hall of the People, Beijing, China, member of the Standing Committee of the Politburo of the Communist Party of China, Chairman of the Standing Committee of the National People's Congress of the People's Republic of China hosted a reception and held talks with Chairman of the National Assembly Vuong Dinh Hue.

In a sincere and friendly atmosphere, the two sides informed each other about the situation of each Party, each country and the activities of each country's legislative body; in-depth discussions on measures to concretize the achievements and high-level common perceptions during the visit to China by General Secretary Nguyen Phu Trong (November 2022) and the visit to Vietnam by General Secretary and President of China Xi Jinping (December 2023), as well as measures to promote and deepen cooperation between the two legislative bodies in the coming time.
At the meeting, Chairman Trieu Lac Te welcomed the first official visit to China by National Assembly Chairman Vuong Dinh Hue in his new position.
The two sides expressed their delight at the positive developments in the relationship between the two Parties and countries in recent times, including exchanges and cooperation between the Vietnamese National Assembly and the National People's Congress of China.
National Assembly Chairman Vuong Dinh Hue emphasized that the Party and State of Vietnam attach special importance to developing a stable, healthy, sustainable, and long-term relationship with China, considering this a strategic choice and top priority in Vietnam's overall foreign policy of independence, self-reliance, multilateralization, and diversification.
Chairman Zhao Leji emphasized that China always considers Vietnam a priority in its overall neighborly foreign policy, always supporting Vietnam to successfully carry out the cause of industrialization, modernization of the country and enhance its international role.
The two sides agreed to promote the effective implementation of the “Joint Statement on further deepening and enhancing the comprehensive strategic cooperative partnership and building a Vietnam-China Community of Shared Future of strategic significance”; maintain high-level and all-level exchanges and contacts, promote exchanges and cooperation between the Party channels, between the Governments, the National Assembly - the National People's Congress, the Fatherland Front - the Chinese People's Political Consultative Conference of the two countries; and promote the role of the National Assembly and the National People's Congress in promoting cooperation between the two countries.
National Assembly Chairman Vuong Dinh Hue suggested that the two sides increase exchanges and regular contacts at all levels and channels; promote the role of high-level diplomacy in strategic orientation of bilateral relations; promote connection of development strategies, and further improve the quality and effectiveness of cooperation in all fields.
National Assembly Chairman Vuong Dinh Hue proposed that China facilitate the early establishment of Vietnam Trade Promotion Offices in Chengdu (Sichuan), Haikou (Hainan) and Nanjing (Jiangsu), continue to expand the import of Vietnamese goods and agricultural and aquatic products, soon negotiate and sign the Framework Agreement on rice trade: effectively implement the pilot construction of smart border gates, improve the efficiency of customs clearance of goods, and facilitate Vietnamese goods transiting through Chinese railways to third countries via the Asia-Europe railway.
National Assembly Chairman Vuong Dinh Hue hopes that the two sides will jointly build a new investment image of large, capable, prestigious, and technological Chinese enterprises in Vietnam, while coordinating to thoroughly resolve difficulties in a number of cooperation projects, speed up the implementation of China's non-refundable aid to Vietnam, and study cooperation in building a number of standard gauge railway projects on the Hanoi - Lao Cai, Hanoi - Quang Ninh, and Hanoi - Lang Son sections.
Chairman Zhao Leji highly appreciated and agreed with the proposals of National Assembly Chairman Vuong Dinh Hue on developing relations between the two Parties and the two countries; affirmed that China is ready to deepen substantive cooperation with Vietnam, expand trade and investment cooperation, strengthen strategic development connectivity, and implement high-quality development; strengthen strategic connectivity between the Belt and Road Initiative and Two Corridors, One Belt, focusing on building infrastructure, road and railway traffic, and smart border gates, contributing to improving customs clearance efficiency.
Chairman Zhao Leji emphasized that the two sides need to promote cooperation to ensure supply chains, production chains, digital economy, green economy, new energy, key minerals, and 5G; affirmed that China has a positive attitude towards the opening of new representative offices and trade promotion offices of Vietnam in Chinese localities; requested that ministries and branches of both sides coordinate to handle and satisfactorily resolve outstanding issues in cooperation projects between the two countries in a constructive and goodwill spirit. Chairman Zhao Leji said that the two sides need to continue to spread positive stories about the Vietnam-China friendship.
Regarding cooperation between the two legislative bodies, National Assembly Chairman Vuong Dinh Hue suggested that the National Assembly of Vietnam and the National People's Congress of China increase the exchange of delegations at all levels of the National Assembly, National Assembly deputies, People's Councils/People's Congresses of the two countries' localities; increase the exchange and sharing of experiences on the activities of the National Assembly and its agencies, perfect the Party's leadership method over the State, build a socialist rule-of-law State, build and perfect the institutions and policies for socio-economic development; strengthen the supervisory role of the legislative bodies of the two countries in urging ministries, branches and localities of the two sides to implement signed documents and agreements, the role of National Assembly/People's Congress deputies, members of the Vietnam-China Friendship Parliamentarians' Group in promoting friendship, reaching consensus among the people, and building a good social foundation for the relationship between the two countries.
Agreeing with National Assembly Chairman Vuong Dinh Hue's opinion on cooperation between the two legislative bodies, comrade Trieu Lac Te expressed satisfaction with the good cooperative relationship between the two legislative bodies.
The signing of two cooperation documents by the two sides and the agreement to establish a cooperation committee co-chaired by the Chairman of the National People's Congress and the Chairman of the National People's Congress of China, forming a cooperation mechanism at the highest level, demonstrates the level of development of cooperation between the two legislative bodies in the overall good relationship between the two countries.
Chairman Zhao Leji expressed his hope that the two sides would make good use of this mechanism, increase exchanges between leaders of the National Assembly and the NPC, specialized committees, and friendship parliamentarian groups to share experiences in legislative work, supervision, and national management, better serve the cause of building socialism in each country, and contribute to promoting the comprehensive strategic cooperative partnership between China and Vietnam to continuously develop in the coming time.
The two sides had a sincere and frank exchange of opinions on maritime issues, agreeing to continue implementing the common perception of the leaders of the two Parties and two countries, properly controlling disagreements, and maintaining peace and stability in the East Sea.
National Assembly Chairman Vuong Dinh Hue suggested that the two sides actively promote substantive progress in maritime negotiation mechanisms, effectively implement agreements on search and rescue cooperation and hotlines on incidents arising from fishing activities, promptly sign a new fisheries agreement in the Gulf of Tonkin; and work with ASEAN countries to promote negotiations on the development of a substantive, effective, and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
The two sides agreed to maintain coordination and cooperation between the National Assembly and the National People's Congress of the two countries at regional and international forums.
Establishment of a Cooperation Committee between the National Assembly of Vietnam and the National People's Congress of the People's Republic of China
Immediately after the end of the talks, National Assembly Chairman Vuong Dinh Hue and Chairman of the Standing Committee of the Chinese National People's Congress Zhao Leji signed a memorandum of understanding on cooperation between the Vietnamese National Assembly and the National People's Congress of the People's Republic of China.
The Agreement has 9 articles, in which, in particular, to enhance cooperation between the two legislative bodies, the two sides agreed to establish a Cooperation Committee between the National Assembly of the Socialist Republic of Vietnam and the National People's Congress of the People's Republic of China (Cooperation Committee).
The Cooperation Committee is tasked with deepening and strengthening the relationship between the National Assembly of Vietnam and the National People's Congress of China, contributing to elevating the Comprehensive Strategic Cooperative Partnership and promoting the joint building of the Vietnam-China Community of Shared Future.
Contribute opinions and recommendations on the implementation of cooperation in various fields between the legislative bodies of the two countries and promote the implementation of cooperation agreements between the two countries; jointly study and exchange experiences in legislation, supervision and governance of the country; enhance the exchange of experiences in areas such as social governance, improving people's lives; jointly improve the capacity of legislative bodies to perform their tasks, continuously consolidate the foundation of social friendship between the two countries, carry out industrialization, modernization and build socialism in accordance with the situation of each country.
The Vietnamese side's Cooperation Committee is co-chaired by the Chairman of the National Assembly of Vietnam, and the Chinese side's is chaired by the Chairman of the Standing Committee of the National People's Congress of China. The Committee members are determined based on the legislative situation of each side.
The Cooperation Committee shall meet once every two years, alternately held in the Socialist Republic of Vietnam and the People's Republic of China unless otherwise requested by either Party; The Cooperation Committee meetings shall be co-chaired by the Chairman of the National Assembly of Vietnam and the Chairman of the Standing Committee of the National People's Congress of China or by authorized representatives of the two Parties; The relevant expenses shall be borne by the two Parties on the principle of reciprocity and friendly consultation.
The two sides will actively promote the connection of the two countries' development strategies; within the authority of each side, promote practical cooperation in areas such as trade, investment, transportation, finance and currency, food security, green development, poverty reduction, culture, education, science and technology, health, disaster prevention, environmental protection, people-to-people exchange, etc., accelerate high-quality cooperation, promote the connection between the "Two Corridors, One Belt" framework and the "Belt and Road" initiative.
National Assembly Chairman Vuong Dinh Hue and Chairman of the Standing Committee of the National People's Congress of China Zhao Leji also witnessed the signing of a memorandum of understanding between the Office of the National Assembly of Vietnam and the Office of the Standing Committee of the National People's Congress of the People's Republic of China.
