National Assembly Chairman: Never assign education and health care to 'play the striker position'

(Dan Tri) - Emphasizing that the ultimate goal of healthcare is to care for, protect and improve people's health, the National Assembly Chairman noted that this field must promote autonomy, but the State's responsibility is still very large.
This viewpoint was emphasized by National Assembly Chairman Vuong Dinh Hue during his visit and work at the Ministry of Health on the morning of February 20, on the occasion of the 69th anniversary of Vietnamese Doctors' Day (February 27, 1955 - February 27, 2024). According to the National Assembly Chairman, medicine is a noble profession, honored by society, so doctors have great honor, glorious but also extremely heavy duties. The State still has to take care of health care, not aim for autonomy. Mr. Vuong Dinh Hue acknowledged that the team of cadres, doctors, and employees in the health sector have constantly improved their professional qualifications and practiced medical ethics. The work of protecting, caring for, and improving people's health has also achieved proud results; health indicators of Vietnamese people have improved significantly. In particular, the National Assembly Chairman praised the health sector for overcoming all difficulties since the beginning of the term, successfully controlling and containing the Covid-19 pandemic, creating important changes in both perfecting institutional policies, State management work and in performing professional tasks.

Appreciating the comprehensive achievements of the health sector, the National Assembly Chairman praised the Ministry of Health for focusing on advising and preparing for the Government to submit to the National Assembly the Law on Medical Examination and Treatment (amended). Mr. Hue emphasized that this is an important milestone and event, decisive for the development of the health sector in the coming time, both removing existing difficulties and obstacles and creating a very favorable, transparent and public legal framework for the State management of health. "It can be said that the health sector has overcome the most difficult period, facing opportunities to continue developing, having confidence to step firmly into the future," the National Assembly Chairman emphasized. Regarding the key tasks in the coming time, the National Assembly Chairman emphasized that in addition to treating and saving people, the health sector needs to achieve the noble goal of improving people's physical and mental health, stature, longevity and quality of life. Agreeing with the opinion that the issue of autonomy and socialization in the health sector should not be pushed too far, the National Assembly Chairman once again affirmed that the highest goal of the Party and State is to build a fair, high-quality, effective and internationally integrated health system, aiming at universal health care policy coverage and universal health coverage. "I have shared more than once that, in our regime, education and health should never be arranged to "play in the forward position". The role and responsibility of the State in these two areas are still very large. The State must take care, all levels and sectors must take care", according to the National Assembly Chairman.

He reiterated the Central Committee's resolution stating that caring for, protecting and improving health is the cause of all people and the entire political system. Agencies tasked with proposing and examining budget allocations must pay attention to this issue. For public service units in the health sector, autonomy is not the ultimate goal, but caring for, protecting and improving people's health. "Health and education must still promote autonomy, but the State must still take care of these two areas, not just aim for autonomy," said the National Assembly Chairman. Health workers need to be selected, used and given special treatment. The National Assembly Chairman also noted that the Ministry of Health needs to continue to proactively propose and implement the legislative tasks assigned to it, focusing first on completing and advising the Government to submit to the National Assembly the Law amending and supplementing a number of articles of the Pharmacy Law; Law amending and supplementing a number of articles of the Law on Health Insurance in 2024... Emphasizing that "medicine is a special profession, medical human resources need to be selected, trained, used and treated specially", the National Assembly Chairman requested the Ministry of Health and relevant ministries and branches to focus on training and building a team of cadres, doctors and employees in the health sector.

At the same time, he requested that it is necessary to study and propose appropriate remuneration policies and regimes for medical staff in the overall reform of salary policy; to have feasible solutions and stable, long-term policies to retain medical staff, attract and make use of highly qualified and professional human resources. Affirming that investment in health is investment for development, the National Assembly Chairman emphasized the need to continue to invest human, material and financial resources appropriately in the health sector, including regular funding, regimes and policies for medical staff, roadmap for applying service prices, roadmap for increasing health insurance premiums, etc.
