On the morning of September 10, at Dien Hong Hall, National Assembly House, Politburo member and National Assembly Chairman Vuong Dinh Hue attended the first hypothetical plenary session of the "Children's National Assembly".
The event was chaired by the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Council of the Young Pioneers, in coordination with the National Assembly's Committee on Culture and Education, and the National Assembly Office.
Attending the meeting were Politburo member, Permanent Vice Chairman of the National Assembly Tran Thanh Man; former Vice Presidents Truong Thi My Hoa and Nguyen Thi Doan; Party Central Committee member, Deputy Prime Minister Tran Hong Ha; representatives of central and local departments, ministries and branches.
The meeting was attended by 263 child delegates from 63 provinces and cities across the country.
This is the first time that a mock session of the Children's National Assembly has been held to contribute to the effective implementation of the 2016 Law on Children, especially the provisions in Point a, Clause 2, Article 77 "organizing for children to contact National Assembly deputies and People's Council deputies"; Clause 4, Article 79 "National Assembly deputies and People's Council deputies at all levels have the responsibility to regularly and periodically contact children or children's representatives".
The meeting is of great significance in promoting children's right to participate in children's issues, recommending that all levels and sectors promote a sense of responsibility in caring for, protecting and educating children - the future owners of the country.
At the hypothetical plenary session of the “Children’s National Assembly”, child delegates played the role of National Assembly delegates participating in the National Assembly session to focus on discussing two issues of particular concern to children and the whole society: “Protecting children from healthy and creative interactions on the Internet” and “Preventing and combating injuries, violence and child abuse”. These important contents were deployed to collect opinions from child voters nationwide, experts and scientists through many diverse and rich forms such as Children’s Forums, meetings of children’s councils at all levels, surveys using online and direct questionnaires, etc.
In his opening speech, Secretary of the Central Youth Union, Chairman of the Central Council of the Young Pioneers Nguyen Pham Duy Trang, Head of the Organizing Committee of the first "Children's National Assembly" mock session in 2023, said that with the "Children's National Assembly" mock session model, the Organizing Committee hopes to help children systematically access, learn and study knowledge about the political system and state apparatus, especially important activities such as constitution-making, legislation, deciding on important issues of the country and supreme supervision of the National Assembly - the highest representative body for the will and aspirations of the people, the highest state power body.
At the same time, children can apply that knowledge and skills to analyze current children's problems, build solutions for themselves with a more comprehensive perspective from learning the skills of National Assembly deputies and demonstrate right in the National Assembly hall. In addition, with children playing the role of National Assembly leaders, leaders of Government agencies, National Assembly deputies, expressing opinions, voting to approve the contents of the session at Dien Hong hall, it will contribute to nurturing in each child a dream, passion for the profession, great ambition in contributing to building the country, the will to strive in studying, training to become a representative of the people or a leader of a State agency in the future, a good citizen contributing to the development of the homeland and the country.
Ms. Nguyen Pham Duy Trang said that the selection of the meeting topic was based on the role of representing the voice of children of the Youth Union and Young Pioneers at all levels and the attention of society and children themselves in the past time. The contents of the meeting were the results of the work of the children delegates selected to participate in the meeting, as well as expressing the opinions and aspirations of more than 41,000 children representing 25 million children nationwide.
It can be affirmed that, although the opinions discussed at the hypothetical "Children's National Assembly" session are real opinions, vividly reflecting the thoughts, wishes and aspirations of children, ensuring the rights of children to participate in children's issues according to the law, Ms. Nguyen Pham Duy Trang emphasized.
Through synthesis, there are many quality opinions, demonstrating the courage, political views, maturity in thinking and speech, thinking of future National Assembly deputies, while demonstrating the purity and aspirations of children; proposing many ideas, initiatives, solutions, and suggestions for ministries, branches, and organizations. Initially, experts and advisory boards assessed that they were feasible. From the opinions, reports, proposals and adoption of the hypothetical Resolution by the children, the Organizing Committee of the meeting hopes that this will be the basis, the basis for the leaders of the National Assembly, the Government, agencies, departments, branches, and localities to pay attention to, invest in, and promulgate programs, projects, and plans to specify legal issues related to children, as well as implement policies on children more effectively and more closely to reality.
According to the program, after the end of the Mock Session, National Assembly Chairman Vuong Dinh Hue will give a directive speech; leaders of departments and ministries will give speeches to acknowledge, encourage and exchange information with child delegates.
