Speaking at the announcement ceremony, Deputy Prime Minister Tran Hong Ha said that the Cam Lam urban planning was established and approved within the overall connection and linkage with Nha Trang city and Cam Ranh urban area. This will be a modern, ecological, and smart airport urban area of international standards; a center for sea tourism and logistics services; global financial, intellectual, and innovative services; an international center for education, healthcare, research, and application of new technologies; an urban area with a high-quality living environment; with synchronous, modern, and smart infrastructure, and the ability to withstand the impacts of climate change.
Deputy Prime Minister Tran Hong Ha said that, together with other plans, it will create new space, room and new motivation for Khanh Hoa in general and Cam Lam district in particular to develop rapidly and sustainably based on urban economy and services. Cam Lam people in the near future will enjoy high-quality social services. However, reality shows that a plan, no matter how carefully researched and feasible, will not become a reality if the implementation and supervision of implementation are not organized effectively. The decisive factor for success is the spirit of dynamism, creativity, fundamental, methodical and synchronous ways of doing things.
For effective implementation, the Deputy Prime Minister noted that Khanh Hoa province needs to make efforts to take advantage of and promote the most effective breakthrough mechanisms and specific policies decided by the National Assembly in Resolution No. 55 dated June 11, 2022. Especially decentralizing authority on planning and land management, site clearance, resettlement, and implementing investment projects most effectively. Cam Lam has mountains, plains, and lagoons, which are potential terrains for creative and intelligent hands to enhance the unique values of Cam Lam.
The Deputy Prime Minister requested that the general urban planning of Cam Lam has been integrated with zoning planning, detailed planning, specialized planning, and space; exploiting and promoting the effectiveness of modern infrastructure works that have been and are being invested in, such as the Cam Lam - Vinh Hao and Cam Lam - Nha Trang expressways to closely connect within the province as well as inter-regionally.
Deputy Prime Minister Tran Hong Ha emphasized that resources created from planning and investment in future urban development such as land value and resources need to be reinvested in developing infrastructure systems, education and training, social welfare and shared harmoniously among localities to bring overall benefits for development. A good plan is a good potential to call for investment, create new resources, and attract high-quality human resources.
Khanh Hoa province needs to carry out geological and hydrological surveys well, carefully calculate the impacts of climate change and high tides right from the detailed planning, design and construction to ensure the sustainability and effectiveness of the project, and the safety of people's property and lives. At the same time, it is necessary to strictly comply with the regulations on establishing coastal protection corridors according to the Law on Marine and Island Resources and Environment; assess the impacts on the socio-economy and environmental landscape; raise people's awareness, experience and skills in responding to natural disasters; comply with legal regulations on environmental protection, climate change response and prevention of natural disasters and landslides, ensuring security and national defense.
With Resolution 95 of the National Assembly, the Deputy Prime Minister suggested that Khanh Hoa can pilot, contributing to perfecting the mechanism and policies related to site clearance and resettlement, with the participation and contribution of the people and enjoying the results from the beginning and having long-term policies for people to participate in high-tech jobs and industries, be given priority in training, recruitment, have sustainable livelihoods; enjoy the values and quality of life today and in the future.
According to the planning area, it includes the entire administrative boundary of Cam Lam District, with a total natural area of about 54,719.4 hectares, excluding Thuy Trieu lagoon area. The goal is to build and develop Cam Lam into a growth pole in the south of Khanh Hoa province and the South Central region, contributing to soon turning Khanh Hoa into a city directly under the Central Government.
Cam Lam new urban area is developed along 4 dynamic axes, including: North - South expressway corridor axis: connecting Cam Ranh port, Cam Ranh airport with the national transport - infrastructure system; focusing on developing transit hubs, warehouse services, multi-modal smart transport services; Bai Dai coastal axis: urban center axis.
In addition, Cam Lam new urban area develops in a concentrated direction, forming 4 new central areas, including: Regional-level comprehensive center in Cam Duc town, linked to the urban center axis, developing a new urban-level administrative - political center; financial - commercial - service center, international cultural exchange space; regional-level training, research and innovation center, coordinated with a high-density mixed-use urban area.
