National Assembly Chairman: Bac Ninh develops digital infrastructure and synchronous, modern digital platforms

On the afternoon of April 13, in Bac Ninh city (Bac Ninh province), National Assembly Chairman Tran Thanh Man attended and delivered a speech at the Forum "Science, technology, innovation and digital transformation - Bac Ninh breakthroughs and development."

More than 300 delegates, including leaders of ministries, departments, branches of the Central Government, provinces, districts, towns, and cities; experts, scientists, typical enterprises, lecturers and students from a number of universities and colleges in the country and in Bac Ninh province, attended the Forum.

The forum focused on introducing planning, planning orientations and models of organization, management and operation of science, technology, innovation and digital transformation zones in Bac Ninh province; at the same time, proposing practical solutions to develop digital technology industry, digital government, digital economy, green economy, digital society, digital citizens, meeting development requirements in the coming period.

This is an opportunity for Bac Ninh to consult and get opinions from experts and research organizations at home and abroad to outline and orient the organizational and operational models of key and breakthrough development projects in the area.

In his speech, National Assembly Chairman Tran Thanh Man welcomed and highly appreciated Bac Ninh province for organizing this Forum, in the context that the Party, State, National Assembly and Government are taking drastic measures to promote the application and development of science and technology, innovation and digital transformation.

The organization of the Forum demonstrates the determination of the Party Committee, government and people of Bac Ninh province in promoting the application of advanced science and technology to improve the effectiveness and efficiency of operations, meeting the development requirements of the province in the new period.

The National Assembly Chairman said that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation.

Immediately afterwards, on January 13, 2025, a National Conference was held to disseminate this Resolution. At the 9th Extraordinary Session, the National Assembly passed Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation.

It is expected that at the 9th Session, the National Assembly will consider the draft Law on Digital Technology Industry and the draft Law on Science, Technology and Innovation.

Emphasizing that now is the golden opportunity, the most ripe time to implement the revolution in science, technology, innovation and digital transformation, the National Assembly Chairman suggested that Bac Ninh province develop synchronous and modern digital infrastructure and digital platforms.

The province needs to research and invest in building modern data centers, especially developing Artificial Intelligence (AI), to meet the increasing demand for data storage and processing, to optimize investment and operating costs, and enhance flexibility and security.

Regarding digital economic development and supporting businesses in digital transformation, the National Assembly Chairman requested the Provincial People's Committee and relevant departments, branches and associations to develop and implement comprehensive programs and solution packages to accompany businesses, especially small and medium enterprises, cooperatives and business households in the area.

In addition, prioritize research and provide in-depth digital transformation solutions, applying new technologies to key economic sectors with advantages of the province such as industrial production, tourism, high-tech agriculture, contributing to achieving and exceeding the target of digital economy proportion in GRDP.

The National Assembly Chairman noted that the province develops a science, technology and innovation ecosystem - develops high-tech industrial parks; develops high-quality human resources: attracts leading software engineers to work for Bac Ninh.

At the same time, develop digital data - build digital government - digital society, strongly reform administrative procedures to serve people and businesses in the context of streamlining the apparatus of the political system.

The National Assembly Chairman emphasized the need to apply information technology in management and administration to build a clean and strong political system based on science and technology, innovation and digital transformation.

At the Forum, National Assembly Chairman Tran Thanh Man witnessed the signing ceremony of a Memorandum of Understanding on cooperation between the People's Committee of Bac Ninh province and the Korean Business Association in Vietnam, Hanoi University of Science and Technology, and the Academy of Posts and Telecommunications Technology./.
