Quang Nam Chairman directs to remove obstacles in mineral activities
Faced with the current situation in many localities, the supply of soil, stone, sand and gravel materials to serve the construction of works and projects is in short supply, the Chairman of the People's Committee of Quang Nam province directed units to promptly remove obstacles.
Quang Nam requires sectors and localities to increase their responsibilities, promote administrative procedure reform, guide and advise on timely handling of records and procedures to soon put mines into operation, provide construction materials for projects and serve the needs of people in the province. |
In recent times, Quang Nam province has focused on leading and directing the implementation of many solutions to remove difficulties and obstacles in production and business activities of people, enterprises and investors in the province and urged and accelerated the implementation of investment projects, promptly disbursing allocated capital sources.
However, currently in many localities, the supply of soil, stone, sand and gravel materials to serve the construction of works and projects is in short supply.
Meanwhile, the time to resolve procedures related to investment, environment, and licensing of mineral exploration and exploitation is still long, and some problems are slow to be resolved and removed.
Regarding this issue, Chairman of Quang Nam Provincial People's Committee Le Van Dung affirmed that it is necessary to promptly rectify and overcome.
Mr. Dung requested that sectors and localities must increase their responsibilities, promote administrative procedure reform, guide and advise on timely handling of records and procedures to soon put mines into operation, provide construction materials for projects and serve the needs of local people, but must ensure compliance with legal regulations, and avoid violations.
For the material mines where localities have organized auctions for mineral exploitation rights, the Chairman of the People's Committee of Quang Nam province assigned the Department of Natural Resources and Environment and the Department of Planning and Investment to focus on coordinating with the People's Committees of related districts and towns to urge and guide the winning auction units to complete all documents and procedures according to regulations, shortening the time to handle procedures on exploration, investment, environment, granting mineral exploitation licenses, and land leasing to put the mines into operation soon, promptly meeting the supply of materials for construction projects.
In addition, the People's Committee of Quang Nam province also requested that for the remaining common construction material mines (among the 39 mines previously approved by the Provincial People's Committee for their list and auction plan) that have not yet auctioned mineral exploitation rights, the People's Committees of districts and towns must urgently organize auctions and guide the winning bidder to carry out the following documents and procedures to soon be licensed and put the mine into operation.
For mineral mines used for common construction materials that have previously been licensed by competent authorities for exploration and exploitation but have not yet gone through an auction of mineral exploitation rights (except for areas that have been approved for demarcation without auction and selection of investors in accordance with legal regulations); in case the granted mineral exploitation license expires, the procedures for licensing must be re-established in accordance with legal regulations...
