Speaking at the Government-locality conference on the morning of January 8, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said the city achieved a growth rate of 7.17%; budget revenue was about VND508,000 billion.

Notably, many projects that have been delayed for many years have been restarted, completed, and put into use, including metro line 1. Many traffic works have been completed and inaugurated by the end of 2024.

Many big projects are starting

Many large projects and proposals have been prepared, approved by competent authorities, such as the international financial center project, the urban railway project, the Can Gio international transit port project, beltway 4, the Ho Chi Minh City - Moc Bai expressway, etc.

Regarding the 2025 mission, Ho Chi Minh City has identified it as a year of acceleration to reach the finish line and strive to complete and exceed all targets. Prepare plans and necessary conditions to enter the new term with the goal of double-digit growth.

Accordingly, the key tasks set by the city are to seriously implement the organization and arrangement of the apparatus, associated with restructuring of functions and tasks, restructuring of the team of civil servants and public employees, and strong digital transformation, to improve effectiveness and efficiency.

Improve administrative discipline, focus on removing backlog projects and works. Including both public and private sectors to mobilize at least 620,000 billion VND, ensuring growth of 10% or more. Urgently implement urban planning, key projects associated with the implementation of an international financial center.

Projects include Can Gio International Transit Port, Ring Road 4 and urban railway. Key projects such as Terminal T3 and Ring Road 3 will be basically completed by the end of 2025.

The city will also urgently complete and put into operation the creative startup center associated with promoting the activities of the 4.0 industrial revolution center in the World Economic Forum network.

In addition, the city will focus on organizing major holidays well; researching tuition-free policies, comprehensive health care, social security programs, etc.

Remove legal obstacles, have superior policies

Chairman Phan Van Mai suggested that the Government should support the settlement of backlogs to help free up resources. Resolving the backlogs well will help bring tens of thousands of billions of VND into the economy.

Regarding the organizational arrangement, the city wants to have a direction and legal framework for the state administrative agency system to manage key and basic issues, and transfer other tasks to the economy and society to promote resources.

At the same time, it is necessary to study and propose policies and mechanisms to promote regional linkages and exploit resources in the Red River Delta and the Southeast region, thereby contributing over 50% of the country's GDP, helping the country firmly enter a new era.

Secretary of the Hue City Party Committee Le Truong Luu proposed to coordinate to summarize Resolution 54 and Resolution 83 of the Government and report to the Politburo. Guide to review, research, and supplement outstanding and breakthrough mechanisms and policies to continue to create new momentum to promote socio-economic development, ensuring conformity with the nature of the government organization model.

The Government increases the land use limit for industrial park construction to prepare for investment early, calling on enterprises to invest in infrastructure; continues to direct and support localities in removing difficulties and obstacles in real estate investment projects and non-budget projects to free up resources and prevent waste.

Some localities also pointed out difficulties that need to be resolved. Chairman of Tra Vinh Provincial People's Committee Le Van Han said that the economy has grown strongly, but not sustainably; infrastructure, especially transportation, is not really synchronized. Therefore, in 2025, Tra Vinh set a target of GRDP growth of 7.0 - 7.5% (striving for 8%). Develop a growth scenario of 10.14%.

According to Chairman of Ninh Thuan Provincial People's Committee Tran Quoc Nam, the bottleneck is in developing dynamic economic sectors, especially renewable energy. Up to now, the province has 57 renewable energy projects, over 3,700 MW, the largest in the country, which have not started construction in 2024, so they have not created momentum for the province's comprehensive economic development.

The province's investment resources are still limited, so it has not been able to access ODA capital and preferential loans, making it difficult to invest in essential infrastructure for development. Therefore, in 2025, the province is determined to increase GRDP growth by 13-14%, reorganize the apparatus and restart the Ninh Thuan nuclear power plant.
