On the morning of August 21, after the official welcoming ceremony held solemnly at the Presidential Palace, President Vo Van Thuong held talks with President Kassym-Jomart Tokayev.
At the talks, on behalf of the State and people of Vietnam, President Vo Van Thuong warmly welcomed President Kassym-Jomart Tokayev and the high-ranking delegation of Kazakhstan on an official visit to Vietnam. The President highly appreciated the achievements that the State and people of Kazakhstan have made in maintaining political stability and socio-economic development, affirming that Vietnam always attaches importance to the traditional friendship with Kazakhstan, considering Kazakhstan as Vietnam's leading important partner in the Central Asian region.
The President of Kazakhstan expressed his pleasure at his first official visit to Vietnam; highly appreciated Vietnam's reform policy, the important achievements that Vietnam has made in socio-economic development and enhancing its prestige in the international arena; affirmed that the State of Kazakhstan always cherishes the good traditional friendship between the two countries, and considers Vietnam one of the most priority partners in the Asia-Pacific region.

In an atmosphere of trust and openness, President Vo Van Thuong and President Tokayev had a comprehensive and in-depth exchange on directions to promote bilateral relations, agreed on many specific measures to deepen and make cooperation more effective, and discussed regional and international issues of mutual concern.
President Vo Van Thuong and President Tokayev affirmed the importance of promoting delegation exchanges at all levels, especially high-level ones, and the two sides effectively implementing existing cooperation mechanisms as well as between ministries, sectors and localities to enhance understanding and trust, creating momentum for multifaceted cooperation between the two countries.
The two sides agreed to continue to closely coordinate and support each other at multilateral forums, especially the United Nations, the Conference on Interaction and Confidence Building Measures in Asia (CICA) Summit, etc.; affirmed that Vietnam is ready to be a bridge for Kazakhstan to strengthen cooperation with countries in the Southeast Asian region and Kazakhstan will be a bridge for Vietnam to strengthen cooperation with Central Asian countries.
The two Heads of State highly appreciated the positive developments in economic, trade and investment cooperation, including the effective implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU), of which Kazakhstan has been a member since 2016; however, there is still much room and potential to further promote cooperation.
President Vo Van Thuong asked Kazakhstan to support early negotiations to upgrade the Free Trade Agreement to meet practical requirements and promptly create more new opportunities for trade between the two countries.
The President of Kazakhstan hopes that the two sides will closely coordinate to soon achieve the target of two-way trade turnover of 1.5 billion USD; support promoting cooperation between the two sides in connecting logistics, transportation, and agriculture services; and propose the establishment of a Vietnam-Kazakhstan Business Council to enhance cooperation between businesses of the two countries.
The two sides also expressed their desire to promote investment cooperation through increasing information exchange on the environment, investment opportunities and facilitating businesses of the two countries to access each other's markets; studying the possibility of establishing joint ventures in areas of potential and demand for both sides: textiles, Halal food processing, seafood, canned food... to supply the Central Asian market.

The two leaders agreed to expand cooperation to potential areas such as transportation, education and training, culture, sports, tourism, finance, banking, and high technology. The two leaders welcomed the opening of direct flights between Vietnam and Kazakhstan in October 2022; they believed that the signing of the bilateral visa exemption agreement for ordinary passport holders and the Memorandum of Understanding on tourism cooperation on this occasion would contribute to enhancing tourism cooperation and people-to-people exchange between the two countries.
At the talks, the two leaders discussed a number of international and regional issues of mutual concern, sharing views on resolving regional and global disputes by peaceful means on the basis of international law.
President Vo Van Thuong thanked the President and the State of Kazakhstan for their attention and creating favorable conditions for the Vietnamese community to live, study and work stably in Kazakhstan.
On this occasion, President Tokayev respectfully invited President Vo Van Thuong to pay an official visit to Kazakhstan soon. President Vo Van Thuong sincerely thanked and happily accepted the invitation.

After the talks, the two leaders witnessed the signing of a number of cooperation documents, including: (1) Agreement on the transfer of sentenced persons; (2) Agreement on visa exemption for ordinary passport holders; (3) Joint Action Plan to promote economic and trade cooperation for the 2023-2025 period; (4) Memorandum of Understanding on cooperation in the field of tourism; (5) Memorandum of Understanding between Vietnam Television (VTV) and Khabar Agency Company.
