This Decision-giving session includes 18 Heads and Leaders of units under the Ministry of Foreign Affairs, the Central Foreign Affairs Commission and the Office of the President, who will represent Vietnam in 58 countries and international organizations.
Also attending the ceremony were 6 Ambassadors - Heads of Permanent Delegations of Vietnam to international organizations and Consuls General of Vietnam abroad for the 2024 - 2027 term, appointed by the Minister of Foreign Affairs under his authority.
Meeting with the Heads of Vietnamese Representative Agencies Abroad after the ceremony, President Vo Van Thuong congratulated the Ambassadors and Heads of Vietnamese Representative Agencies Abroad for being trusted and selected to be assigned the important responsibility of being the highest representatives of the Party and State of Vietnam in countries and international organizations.
In the context that the Ambassadors and Heads of Representative Agencies departed to take up their duties right after the 32nd Diplomatic Conference had just been successfully held and the foreign affairs work of our Party and State in 2023 had achieved many great achievements, the President expressed his hope that the comrades appointed this time would continue to inherit the fine diplomatic tradition, promote the achievements of the previous Ambassadors and Heads of Representative Agencies; consider the good achievements achieved today as the foundation, fulcrum, opportunity, and at the same time a challenge to motivate themselves to strive and do better.
The term of office of the Ambassadors and Heads of Representative Agencies this time coincides with the “sprint” period to successfully implement the goals set by the 13th National Party Congress and prepare for the 14th National Party Congress. While the world and regional situation is undergoing many complex changes, posing increasingly challenging and heavier requirements for foreign affairs and diplomacy, the President requested the Ambassadors and Heads of Representative Agencies to perform their duties well.

Firstly, we must closely follow the Party and State's guidelines and policies in all fields, grasp the situation of the country and the local situation, promptly inform and advise the Party and State leaders to set out correct foreign policies and guidelines, in accordance with reality, so that foreign affairs and diplomacy are the pioneering factors, opening up and creating a peaceful, stable and favorable environment for national development, ensuring the highest interests of the nation.
Second, the diplomatic sector must contribute to realizing the aspiration for national development by 2030 and 2045 as set out by the 13th National Party Congress. Of these, economic diplomacy remains the number one priority task.

Ambassadors and Heads of Representative Offices in localities must strengthen research, provide advice, evaluate and make timely assessments of opportunities and challenges to promote Vietnam's economic interests.
Along with that, cultural diplomacy is increasingly becoming an important content, the "soft power" of the country. Ambassadors and Heads of Representative Agencies need to do their best to spread the image of the country and Vietnamese people, so that friends from all over the world can understand the sincerity, loyalty, and peaceful philosophy of the Vietnamese people.
Another point that Ambassadors and Heads of Representative Agencies need to pay attention to is raising the level of multilateral diplomacy, trying to promote Vietnam's role when participating in regional and international mechanisms.
Third, Ambassadors and Heads of Representative Agencies must strive to make Vietnamese Representative Agencies abroad a solid and trustworthy support for the Party and State leaders, agencies, departments, ministries, sectors and localities in implementing foreign affairs activities in the area. At the same time, Representative Agencies must become a "warm home" for overseas Vietnamese, demonstrating the care of the Party and State for the Vietnamese community abroad.
Fourth, Vietnamese representative agencies abroad need to play the role of a bridge for international solidarity, consolidate Vietnam's network of friends and partners, and carry out President Ho Chi Minh's advice in the current context: "Unity, unity, great unity; success, success; great success".

The President affirmed that the Party and State fully understand the difficulties and hardships of Vietnamese diplomatic staff abroad and will always accompany, care for, and promote the improvement of remuneration, working conditions, and facilities to ensure conditions for implementing diplomatic work more and more effectively.
On behalf of the 18 newly appointed Vietnamese Ambassadors abroad, Ambassadors Mai Phan Dung, Do Minh Hung and Trinh Thi Tam expressed their honor and pride in being chosen to represent the country in the context of Vietnam's increasingly high position and prestige in the international arena.
Diplomatic officers in general and the Ambassadors appointed in this term are all well aware of the great responsibility entrusted by the Party and the State, vowing to do their best to maintain and promote the diplomatic identity of "Vietnam's bamboo tree", the pioneering role of foreign affairs and diplomacy in implementing the goal of multilateralization and diversification of foreign relations to bring benefits to the country, wholeheartedly serving the Fatherland and the people.

Receiving the President's direction, Foreign Minister Bui Thanh Son respectfully thanked President Vo Van Thuong and all Party and State leaders for their deep concern and close guidance for the diplomatic sector over the past time; affirmed that the President's instructions will be valuable guidelines for Ambassadors and Heads of Vietnamese Representative Agencies abroad to take on their duties and successfully implement the Party and State's foreign policies and guidelines in the coming time.
