President Vo Van Thuong inspects Ring Road 4 project

Reporting on the project implementation, the leader of the Hanoi People's Committee said: Up to now, 3 provinces and cities (Hanoi, Bac Ninh, Hung Yen) have approved the plan and recovered more than 1,300/1,390ha of land, reaching 94.36%, and relocated 15,760/16,377 graves, reaching 96.23%. Of which, Hanoi recovered 768.99/791.21ha of land, reaching 97.19%, and relocated 9,973/10,232 graves, reaching 97.47%.

The President listened to a project progress report from the leaders of the Hanoi People's Committee.

The city has also built 13 resettlement areas, with a total area of ​​32.5 hectares, of which 5 areas have been basically completed and 8 areas are under construction.

On the entire parallel route in Hanoi, 32 construction teams have been organized, including 2 road construction teams and 9 bridge construction teams.

It is expected that the project's site clearance will be completed before March 31, 2024; Strive to complete resettlement areas in the third quarter of 2024; Complete the relocation of underground and above-ground technical infrastructure items (medium and low voltage electricity, information systems, water supply and other items) in the second quarter of 2024; Basically complete the relocation of high-voltage power lines from 110KV to 500KV along the entire route in the third quarter of 2024.

According to Hanoi leaders, the 3-expressway component project (PPP project) is expected to start construction in the fourth quarter of 2024. The entire parallel route is expected to be completed in 2025.

Acknowledging and appreciating the results and the spirit of participation and high responsibility of the Party Committee and authorities of Hanoi City and the provinces of Hung Yen and Bac Ninh, especially the companionship and support of the local people, the President requested that Hanoi City continue to uphold the sense of responsibility, closely follow the direction of the Central Government, the resolutions of the National Assembly and the Government to ensure the progress and quality of the project, and avoid mistakes.

In the immediate future, continue to carry out site clearance work well, focusing on properly implementing legal regulations on compensation, support, and resettlement, ensuring the legitimate rights and interests of the people.

The investment project to build Ring Road 4 - Hanoi Capital Region was approved by the National Assembly in Resolution No. 56/2022/QH15, the Government issued Resolution No. 106/NQ-CP for implementation.

The project has a total investment of VND 85,813 billion, including 7 component projects, operating independently, including: 3 component projects to implement compensation and resettlement support in each province and city using public investment capital; 3 component projects to invest in the construction of parallel roads in each province and city using public investment capital and component project 3 to invest in the construction of the expressway system under the public-private partnership method (PPP Project).
