The President suggested that in the coming time, it is necessary to continue to closely monitor and proactively grasp emerging issues of strategic nature that impact Vietnam's defense and security so as not to be passive or surprised.
On the morning of July 18, at the Presidential Palace, Politburo member, President To Lam, Chairman of the National Defense and Security Council chaired the 5th meeting of the National Defense and Security Council for the 2021-2026 term.
Attending the meeting were Politburo members: Prime Minister Pham Minh Chinh - Vice Chairman of the Council; National Assembly Chairman Tran Thanh Man - Council member; Minister of National Defense, General Phan Van Giang - Council member.
There were also members of the Party Central Committee: Minister of Public Security, Senior Lieutenant General Luong Tam Quang - Council member; Minister of Foreign Affairs Bui Thanh Son - Council member; and members of the Council's support agency.
At the meeting, the Council discussed and gave opinions on the results achieved in various fields, especially national defense, security, and foreign affairs in recent times; the implementation of Resolution No. 05-NQ/TW of the 13th Politburo on the organization of the People's Army for the 2021-2030 period and the following years; Resolution No. 12-NQ/TW of the 13th Politburo on promoting the building of a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation.
On behalf of the Council, President To Lam acknowledged and highly appreciated the preparation work for the Session as well as the important and deeply oriented opinions of the Council members on major topics of great significance, strategic significance, and impact on Vietnam's defense, security, and foreign affairs.
The President emphasized that the implementation of Resolution No. 05-NQ/TW has achieved many important results; the organization of the People's Army has been arranged in a streamlined, strong direction; ensuring the highest goal is that "The People's Army must ensure victory in all wars to protect the Fatherland; the People's Army must always be the pride of the people and the Vietnamese nation."
The implementation of Resolution No. 12-NQ/TW, with determination and a systematic, scientific and synchronous implementation roadmap, has achieved many very important results. Up to now, the arrangement and deployment of the Public Security force at 4 levels has been basically completed, with a streamlined apparatus, operating effectively and efficiently; ensuring national security, security and safety for each citizen and creating conditions for socio-economic development.
In the context of the world situation forecast to continue to develop in a complex and unpredictable manner, the Council analyzed and assessed the world and regional situation and its impacts and influences on Vietnam.
The Party and State have had many policies and solutions to ensure the highest national and ethnic interests, as well as create solidarity in the Mekong sub-region and ASEAN; ensuring that Vietnam is an important element in the goal of integrating into international politics, the world economy and human civilization.
The President suggested that in the coming time, it is necessary to continue to closely monitor, proactively grasp, research, analyze, evaluate, and closely forecast the world, regional, and domestic situation, especially emerging issues of strategic nature affecting Vietnam's defense and security, in order to promptly advise the Party and State on policies and handling measures, and not to be passive or surprised in any situation./.
