On December 4, President Luong Cuong and delegates from the National Assembly delegation of Thanh Hoa province met with voters in Thuong Xuan district.
On behalf of the National Assembly Delegation of Thanh Hoa province, delegate Cam Thi Man informed about the results of the 8th session of the 15th National Assembly and the activities of the National Assembly Delegation of Thanh Hoa province at the session.
At the conference, voters of Thuong Xuan district made recommendations on issues such as upgrading and expanding roads, supporting study costs, upgrading facilities at vocational education centers; separate policies and regimes for militia and self-defense forces; appropriate mechanisms and policies for mountainous districts that have just escaped poverty, etc.
Removing bottlenecks, creating breakthroughs in socio-economic development
Informing voters about the country's socio-economic situation, President Luong Cuong said that last year, the world situation was complicated; natural disasters, storms and floods were unpredictable, greatly affecting the economy and people's lives.
“We are facing many difficulties and challenges, including dealing with newly arising issues and continuing to deal with issues that have been lingering for many years,” the President shared.
According to President Luong Cuong, despite facing difficulties and challenges, the country has still achieved many very important achievements in the past 10 months. During the 13th term in general and 2024 in particular, we will have changes in personnel, but still maintain stability and development.
Currently, our country's economy is showing a positive recovery trend, with each month being higher than the previous month, each quarter being higher than the previous quarter. The growth rate for the whole year of 2024 is estimated to reach over 7%, major balances are guaranteed, with high surpluses, revenue meets expenditure, exports meet imports; energy and food security are guaranteed; the labor market is recovering positively; tourism in 10 months increased by 41.3% over the same period in 2023.
In addition, institutional problems and bottlenecks have been resolved. “Up to now, we have resolved many issues, basically amended the law, fixed bottlenecks, and freed up resources,” said the President.
He said that our country has a very strong infrastructure development, especially road, air, and sea transport. By 2025, Vietnam will have 3,000km of highways and by 2030, 5,000km. In addition, air transport is being promoted, especially Long Thanh airport and other airports.
According to the President, it is necessary to develop human resources, especially high-quality resources, digital transformation, artificial intelligence, develop nuclear power, and continue to restart Ninh Thuan nuclear power.
“From now on, wherever there are obstacles or bottlenecks, we will continue to resolve them. This is highly unified among key officials, the Politburo, the Central Executive Committee, and headed by General Secretary To Lam. Wherever there are clear and correct issues, we will implement them. Where there are obstacles in the law, we will amend the law, where there are obstacles in the regulations, we will amend the regulations, and we will strongly decentralize to all levels,” said the President.
The Head of State also said that over the past year, social security has been better cared for and ensured; people's lives have remained stable and improved, poor households have decreased sharply, and the plan to eliminate dilapidated and temporary houses has been promoted.
Along with that, the fields of culture, society, education, and health continue to receive attention, care, and better development; national defense and security are consolidated and enhanced; foreign affairs continue to be a bright spot.
“Currently, Vietnam has relations with about 194 countries in the world and partnerships, strategic partnerships, and comprehensive partnerships with all major powers in the world and G20 countries,” President Luong Cuong informed.
"Refined, compact, strong, effective, efficient"
Sharing with voters, President Luong Cuong affirmed that currently, the work of building the Party and the political system is being carried out in the direction of "refined, compact, strong, effective and efficient" and has had substantial changes.
“The determination this time of key leaders, headed by General Secretary To Lam, the Politburo, the Secretariat, and the Central Executive Committee, is very high,” the President expressed.
President Luong Cuong said that the Central Committee recently held a national conference to disseminate information about this issue, with the determination to do it at the Central level first.
“This is a very high determination, first of all by party members in the leadership apparatus of the political system; with the consensus and support of the entire people, we are determined to implement it,” said President Luong Cuong.
President Luong Cuong added that in December, after summarizing Resolution 18 of the Central Committee, arrangements will begin, and will be completed around March 2025.
“Regarding the provincial level, mainly departments and branches, if there is no ministry at the central level, then there is no department at the provincial level, and no office at the district level, you have arranged it like that. We have to work very closely because it involves people, with reason and emotion, closely combining ideological work, organizational work, and policy work,” the President shared.
Regarding the work of preventing and combating corruption, negativity and waste, President Luong Cuong said that it will continue to be implemented strongly. The main purpose is to build the Party and continue to strengthen the people's trust in the Party and the entire apparatus.
Encourage people to be self-reliant, self-reliant, and rise out of poverty
Informing voters about the general situation of Thanh Hoa province in 2024, President Luong Cuong said that the growth rate of total product in the area is estimated at 11.7%, ranking 4th in the country; the economic scale ranks 8th in the country (highest in the provinces of the North Central and Central Coast).
Besides, national defense, security and social order and safety are ensured; the effectiveness and efficiency of management and administration at all levels continue to be innovated and improved.
Regarding Thuong Xuan district, the President assessed that this is the mountainous district with the largest natural area in Thanh Hoa, of which the forestry area accounts for more than 82%; it is geographically located near the industrial park and airport, Ho Chi Minh road, and National Highway 47. This creates connections between the mountainous area and the plain districts, the economic driving centers of the province; connecting with Nghe An and Hua Phan province of Laos.
According to him, Thuong Xuan is an upstream forest ecological area, with a typical historical and cultural space, rich in identity, diverse and unique; a land with a tradition of humanity, creative labor, and heroism in the cause of building, defending and developing the country. These are favorable spaces and conditions for continued better development.
“The average income per capita in 2024 will reach 40.6 million VND/person. This is a very happy thing for a mountainous district. The lives of the people, especially ethnic minorities and remote areas, will be improved, the poverty rate in 2024 will be 9.4%,” the President highly appreciated the efforts of the Party Committee and the people of Thuong Xuan district in the past time.
At the conference, the President requested Party committees at all levels, authorities, the Fatherland Front, organizations, and people of Thuong Xuan district to focus on leadership and closely and effectively implement the Party's guidelines and policies and the State's laws.
Besides, all levels and sectors need to actively prepare carefully and successfully organize congresses at all levels, towards the 16th National Party Congress.
Continue to promote administrative reforms, further improve the investment and business environment, diversify forms of investment promotion, especially in the fields of agriculture and tourism, create favorable conditions for businesses to invest and develop industrial cluster infrastructure.
Based on the potentials and strengths, Thuong Xuan district needs to focus on research and careful evaluation to awaken favorable factors in the process of economic and social development; strictly manage and protect forest ecology and water resources.
At the same time, localities need to focus on improving the quality of education, healthcare, disease prevention, care and ensuring people's health; promoting the movement of national solidarity, building a cultural life...
According to President Luong Cuong, local leaders need to encourage people to be self-reliant, to rise out of poverty, and to become rich legitimately. He reminded localities to do better in ensuring national defense and security, and not to be passive or surprised in any situation.
At the conference, President Luong Cuong, on behalf of the delegation, received voters' opinions to forward to relevant agencies for research, resolution and response.
