President attends the launching ceremony of the grassroots security force in Ho Chi Minh City

(Dan Tri) - President To Lam suggested focusing on building a force to participate in protecting security and order at the grassroots level as an "extended arm" of the police in their duty to serve the people.
On the morning of July 1, the Police of Ho Chi Minh City, Hanoi, Nghe An, Quang Nam, Dak Lak, Lao Cai, Son La, Hai Duong and other provinces and cities nationwide simultaneously launched the Forces participating in protecting security and order at the grassroots level. Attending the launching ceremony in Ho Chi Minh City were President To Lam; Chairman of Ho Chi Minh City People's Committee Phan Van Mai; Director of Ho Chi Minh City Police - Lieutenant General Le Hong Nam, professional departments of the Ministry of Public Security, leaders of central ministries and provinces. Speaking at the launching ceremony, President To Lam said that the Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed at the 6th session of the 15th National Assembly, and officially took effect from July 1, meeting the objective practical requirements in ensuring security and order at the grassroots level. The promulgation of the Law has promptly institutionalized the Party's guiding viewpoints in the Resolution of the 13th National Congress of Delegates, which is: "Pay attention to building forces, ensuring social order and safety at the grassroots level to meet the requirements of the task of maintaining security and order at the grassroots level". The President assessed that the current situation in the world and the region is undergoing rapid and complex developments. The sabotage plots of hostile and reactionary forces and all kinds of crimes are becoming more sophisticated and dangerous. President To Lam suggested focusing on building a force participating in protecting security and order at the grassroots level to truly be an "extended arm" of the People's Public Security force in the task of serving the people, protecting the legitimate rights and interests, and the peaceful and happy life of the people, contributing to strengthening the close relationship between the Party, the State and the people. Maximizing the potential and strengths of this force in mass mobilization work, grasping the situation, preventing, detecting, and participating in the early and timely resolution of complicated issues and incidents, not allowing small conflicts to become major incidents or crimes to arise, and consolidating the movement of the entire people to protect national security. Lieutenant General Le Hong Nam, Director of Ho Chi Minh City Police, said that the force participating in protecting security and order at the grassroots level is one of the mass forces, arranged in neighborhoods and hamlets, acting as the core in supporting the commune-level police to help the People's Committees at the same level in protecting security and order and building a mass movement to protect national security. Those selected for the force must be citizens from 18 to 70 years old; in case of over 70 years old and in good health, the Chairman of the People's Committee at the commune level shall consider and decide based on the proposal of the commune-level police; must have a clear background; good moral qualities; they and their families must comply with the Party's guidelines and policies, the State's policies and laws; must not be people who are being prosecuted for criminal liability, serving a criminal sentence in the commune, ward or town, serving a judicial measure or serving an administrative measure. In case of having completed the court's sentence, the criminal record must be cleared; if having completed the decision to apply an administrative measure, the period of time considered as not having been subject to an administrative measure must have expired according to the provisions of law; Must have a graduation degree or have completed a secondary school education program or higher. Participants in this force will receive a regular monthly support of 6-6.5 million VND; be covered by voluntary social insurance, health insurance and other policies and regimes. At exactly 8:30 a.m., the launching ceremony of the Force participating in protecting security and order at the grassroots level with hundreds of members of the force participating in the parade. The ceremony took place solemnly, with many specialized vehicles of functional units participating in the parade in front of Ben Thanh market area.
Ho Chi Minh City established 4,861 security and order protection teams with 15,031 members. The security and order protection force at the grassroots level is one of the mass forces, arranged in villages and residential groups, acting as the core to support the commune-level police, helping the People's Committees at the same level in protecting security and order and building a movement for the whole people to protect national security. At the launching ceremony, hypothetical situations about security, order, traffic, and domestic violence that occur in real life were also presented. Security forces and grassroots order control subjects causing public disorder in a hypothetical situation.
A hypothetical situation of domestic violence and resistance to law enforcement officers is coordinated by functional forces such as police, security, grassroots order, and Fire Police to quickly handle the incident.

President To Lam appreciated the professionalism of the forces participating in protecting security and order at the grassroots level, contributing to maintaining a secure, safe, and healthy environment, effectively serving the tasks of socio-economic development in the city.
The Director of Ho Chi Minh City Police Department said that Ho Chi Minh City has established 4,861 security and order protection teams with 8,334 members from the civil defense force, part-time commune police and civil defense team leaders and deputy team leaders. After completing the City People's Council's Project on building, arranging forces, ensuring operating conditions for forces participating in protecting security and order at the grassroots level, Ho Chi Minh City will have 4,861 security and order protection teams with 15,031 members. The tasks of this force include: Grasping the security and order situation; building a movement for the whole people to protect national security; fire prevention, fighting, rescue; administrative management of social order; mobilizing and educating people who have violated the law and are residing at the grassroots level; patrolling to ensure security, order and traffic safety; performing security and order protection tasks when mobilized.
