Chairman Kim Jong Un gives instructions, Russia protects Pyongyang, President Putin takes historic action

On October 15, the Korean Central News Agency (KCNA) reported that North Korean President Kim Jong Un chaired a national security consultation meeting the day before, amid Pyongyang's criticism of the incident of a South Korean unmanned aerial vehicle (UAV) invading the capital and dropping propaganda leaflets.

Pyongyang considered the incident extremely important and placed artillery units on the border on combat alert, warning that any South Korean aircraft violating North Korean airspace and engaging in similar behavior would be considered a "declaration of war."

Chairman Kim Jong Un, in his capacity as general secretary of the Workers' Party and chairman of the State Affairs Commission of the DPRK, was briefed on the "grave provocations by the enemies infringing upon the sovereignty" of the country.

In addition, the meeting also discussed military response plans, weapons modernization measures, the situation of weapons and equipment production as well as the country's intelligence activities.

According to KCNA , during the meeting, the leader outlined the direction of military action in the current situation and gave specific instructions on war deterrence and exercising the right to self-defense to protect national sovereignty, security and interests.

The news report said that Mr. Kim expressed the tough political and military stance of the ruling party and government of North Korea at this meeting.

Regarding the incident, on October 14, Russia also responded by stating that Moscow considers incidents involving South Korean UAVs as interference in North Korea's internal affairs.

In a statement, Foreign Ministry spokeswoman Maria Zakharova said Seoul should take Pyongyang's warnings seriously and stop escalating the situation on the peninsula.

Also on this day, Russian President Vladimir Putin submitted to the State Duma (Lower House) a bill on comprehensive cooperation with North Korea, according to which cooperation between the two countries will reach a new historical height and officially become strategic and comprehensive.

The document states that the relationship between the two countries is based on the principles of mutual respect, non-interference in internal affairs and equality. The two sides strive to establish global strategic stability and fair multipolarity. This document aims to replace a number of agreements from previous years.

The agreement on this issue was reached during talks between the Russian President and the North Korean President in Pyongyang on June 19, in which the two sides agreed to cooperate in many areas.

Putin's aide Yury Ushakov explained that the new agreement was necessary in light of the evolving geopolitical situation and qualitative changes in bilateral relations. The new treaty is not aimed at any country, but primarily at ensuring stability in Northeast Asia.
