Mr. Nguyen Minh Quan (born in 1960), Secretary of the Party Cell of Binh Quoi Hamlet, Chairman of the Elderly Association of Hoa An Commune, Cho Moi District, An Giang Province, has always been a shining example of enthusiasm, responsibility, and dedication to the Association's activities. As Secretary of the Party Cell and Chairman of the Commune Elderly Association, Mr. Quan regularly propagates and mobilizes people to comply with the Party's guidelines and policies, the State's laws and regulations, and local regulations. In addition, he is also very exemplary and responsible in his work, leading patriotic emulation movements. He is always close to the grassroots, close to the people, and directs organizations to grasp the thoughts and aspirations of the people to promptly resolve difficulties and problems.
In the Party cell activities, Mr. Quan and the Party cell committee always prepare well the meeting contents, focus on improving the quality of meetings, clearly identify the key and important tasks for leadership implementation. For each task, party members are always assigned specific tasks, the Party cell also regularly checks and evaluates the work results of party members to promptly find solutions. Encourage party members to boldly contribute their opinions; all tasks are discussed and discussed democratically to reach consensus. In addition to proposing many solutions for close and effective direction, Mr. Quan and the Party cell proactively coordinate with departments, branches, unions, and the Vietnam Fatherland Front to propagate and promote "Studying and following Ho Chi Minh's ideology, morality, and lifestyle". Since then, cadres and party members have followed his example, always cultivating, training, striving not to degrade in political ideology, morality, and lifestyle and excellently completing assigned tasks. The Party cell has been recognized by the Party Committee as exemplary in clean and strong standards for many consecutive years.
Joining hands to build new rural areas, civilized urban areas and protect the environment, he coordinated with cadres, party members, and members of the Elderly Association to mobilize families, relatives, clans, and people to donate land to widen the slope and asphalt 10km of inter-hamlet roads in the commune, with a total cost of 1.2 billion VND; supporting the construction of 3 new charity houses for poor elderly people and elderly people in difficult circumstances, with a total amount of 120 million VND. Thanks to his active contributions and the cooperation of the people, the appearance of his hometown has changed and improved. Roads full of potholes have been concreted and asphalted, houses are more spacious; people's lives have improved significantly.
To fulfill the environmental criteria, he encouraged his children and members of the Elderly Association to actively plant trees, protect water sources, and not litter... Every year, the Elderly Association members participate in planting trees and ornamental flowers of all kinds on traffic routes and in gardens. Many Elderly Association branches have built a model of "Collecting waste and used pesticide bottles", making the environment cleaner and more beautiful...

As the Head of the Emulation Cluster, he proactively monitors and guides activities for the elderly members at quarterly and monthly meetings and conferences. Through that, he evaluates the results, points out the limitations to overcome, unites to build a strong and comprehensive Association and excellently completes the assigned tasks.
