Chairman of the Board of Directors of Agribank Pham Duc An becomes Deputy Secretary of the Quang Ninh Provincial Party Committee

Mr. Pham Duc An, member of the Standing Committee of the Central Enterprises Party Committee, Party Secretary, Chairman of the Board of Directors of the Bank for Agriculture and Rural Development of Vietnam, was assigned by the Secretariat to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee.

On the morning of December 10, in Ha Long City, the Quang Ninh Provincial Party Committee held a conference to implement the Politburo 's decision on personnel work.

At the conference, Mr. Nguyen Quang Duong, member of the Party Central Committee, Deputy of the Central Organizing Committee, authorized by the Secretariat, presented the Secretariat's decision on the transfer and appointment of Mr. Pham Duc An, member of the Standing Committee of the Party Committee of the Central Enterprises Bloc, Party Secretary, Chairman of the Board of Directors of the Bank for Agriculture and Rural Development of Vietnam ( Agribank ) to participate in the Executive Committee, Standing Committee, hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee, term 2020-2025 and introduced the election of Chairman of the Quang Ninh Provincial People's Committee, term 2021-2026.

Speaking at the conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, congratulated Mr. Pham Duc An on being trusted by the Secretariat to mobilize and appoint him to join the Executive Committee, Standing Committee, hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee and introduced him to be elected as Chairman of the Provincial People's Committee for the 2021-2026 term.

The Deputy Head of the Central Organizing Committee emphasized that Mr. Pham Duc An is a well-trained cadre with professional qualifications and leadership and management capacity; an active cadre who studies, learns, and strives to improve himself; has a scientific, democratic, and decisive working method; has an innovative mindset; has held many positions and always completed well and excellently all assigned tasks in assigned positions.

Therefore, we believe that Mr. Pham Duc An will continue to inherit the achievements and experiences of previous generations of leaders, quickly grasp new tasks and work and fulfill assigned duties and responsibilities, uphold the sense of responsibility to join the Party Committee, government and people to successfully implement the Resolution of the 15th Provincial Party Congress, the Resolution of the 13th National Party Congress; bringing Quang Ninh province to increasingly strong development.

Speaking at the ceremony, Mr. Pham Duc An thanked the Politburo, the Secretariat, and the Central Organizing Committee for their attention and trust in assigning him to the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.

In his new position, the new Deputy Secretary of the Quang Ninh Provincial Party Committee expressed his determination to uphold the spirit of dedication and service to the people, to use all his abilities, knowledge and enthusiasm to join hands with the Standing Committee and the Provincial Party Executive Committee to promote the spirit of solidarity and unity, to overcome all difficulties and challenges to develop Quang Ninh province and successfully implement the contents of the Resolution of the 15th Provincial Party Congress and the Resolution of the 13th National Party Congress.

It is known that Mr. Pham Duc An was born in 1970, his hometown is Thanh Chuong district, Nghe An province. Mr. An graduated from Hanoi Law University, majoring in Economic Law, National Economics University, majoring in Banking and Finance, and has a master's degree in Business Administration.
