Hanoi Chairman asks city leaders to go to flood 'hotspots' to give direct instructions

TPO - The Chairman of the Hanoi People's Committee requested the Vice Chairmen of the People's Committee to directly go to key areas to lead, direct, urge, and inspect flood prevention and control and dike protection work.

According to the telegram, the Chairman of the City People's Committee requested the Vice Chairmen of the City People's Committee to directly go to key areas to lead, direct, urge, and inspect flood prevention and control and dike protection work.

The Chairman of Hanoi requested to focus on reviewing, inspecting, and implementing plans to protect key areas of vulnerable dykes according to the "4 on-site" motto; to prepare forces, materials, vehicles, machinery, and equipment, especially in key areas to promptly deploy dyke protection and handle incidents from the first hour.

City leaders noted the need to strengthen inspection of the dike system, strictly carry out patrolling and guarding to protect dikes during the flood season according to the warning level, ensure compliance with the provisions of the Law on Dikes, promptly detect and handle any incidents that may occur, and avoid being passive or surprised.

"Continue to review and immediately deploy plans to ensure the safety of people living in areas outside the riverbank (including in dike lines at risk of being unsafe), resolutely not allowing people to stay in dangerous areas when the flood rises (in necessary cases, proactively enforce evacuation to ensure people's safety)," the dispatch stated.

The Chairman of the City People's Committee assigned the Director of the Department of Agriculture and Rural Development, according to the assigned functions and tasks, to focus on directing, inspecting, urging, and guiding the People's Committees of districts, towns, and cities to deploy flood prevention and control work, and dyke protection according to the warning level to ensure the safety of the dyke system, in which, it is necessary to ensure the safety of dykes from level III to special level; promptly report to the Chairman of the City People's Committee to direct the handling of issues beyond his authority.

The Commander of the Capital Command is responsible for organizing, directing, and ensuring that the army is the main force performing the task of protecting the dike in accordance with regulations; directing the army forces in the area to proactively coordinate with the People's Committees of districts, towns, and the Department of Agriculture and Rural Development to review dike protection plans and be ready to deploy forces at key locations to proactively and promptly handle any situation that may arise.

The Director of the City Police Department is assigned to direct the work of ensuring security and order in the areas where residents are evacuated to and from, traffic safety and order, and preparing forces and means to support districts, towns, and cities in carrying out rescue, search and rescue, and responding to major floods.
