Talking about the situation of environmental pollution treatment in the capital, the chairman of Hanoi said that the city currently has a plan, including collecting wastewater from the To Lich River.

However, according to Mr. Thanh, when collecting wastewater from To Lich River, there will be no more water flowing into the river, which will lead to the river drying up in the dry season, so the issue of replenishing water for To Lich River is an urgent task.

"This river has historical, cultural and even spiritual significance, so we have to be responsible.

I have just reported to the Prime Minister to ask for an urgent solution, only in an emergency situation can it be done quickly, but setting up an investment project will take a long time. Urgently strive to replenish the To Lich River with water from the Red River by September 2nd next year.

Regarding the solution, the departments, experts and agencies of the Ministry of Agriculture have surveyed the route and direction, now all that remains is to implement it," said Mr. Thanh.

According to the chairman of Hanoi, when the above work is done, it will create momentum for the remaining polluted rivers in the inner city to be revived. In the coming time, Mr. Thanh said that the city will launch a Clean Hanoi movement, piloting it in inner city districts.

"The city will also pilot garbage collection. There is no way that in the third or fourth decade of the 21st century, we will still use carts to collect garbage in a cultured, civilized, and modern capital like this. It must be modern and clean, especially for the four historic inner-city districts. We have a plan, a solution, and we will implement it, definitely from January 1st."

"If we don't have a good mechanism for handling and transporting garbage, we will fail. The capital is the face of the whole country like this, internationally and globally, we cannot let it be like this, so we need to clean it up first" - said the chairman of Hanoi.

Regarding the clean Hanoi movement, Mr. Thanh said that it must be "clean" from the people's awareness, each person must be clean, only then can there be specific actions to protect the capital's environment.

Regarding the determination to clean up the city's air, the chairman of Hanoi said that the city's People's Council will soon consider passing a resolution on low-emission zones. This is an important premise to make the capital's air cleaner and limit vehicles that pollute the environment.

"I also reported to the Government leaders, asking for research on the plan to sit down with vehicle manufacturers to have a program to reduce gasoline motorbikes in low emission zones. There will be a vehicle exchange program, support for vehicle exchange, and loan discounts, so that basically people in low emission zones will ride electric vehicles and not ride motorbikes anymore.

I will have a plan to work with car manufacturers, the government, businesses and people to do it together because this is a shared responsibility, only then can it be clean" - Mr. Thanh expressed.

Regarding air quality monitoring devices, Mr. Thanh said that they must be quality tested like alcohol concentration meters. Mr. Thanh said that air quality meters must be standard, because if a machine is not quality tested well and gives wrong parameters, "sometimes they will scold me for using my own parameters".

"There are many days when the sky is clear but the air quality index shows bad air quality, I don't understand. There are days when it is really foggy, but it is not as foggy as Beijing or India in the past. But the air quality index shows it is too bad, I don't understand" - Mr. Thanh said.
