According to the telegram, the Chairman of the Hanoi People's Committee requested directors, heads of departments, branches, and sectors; Chairmen of People's Committees of districts, towns, and cities to strictly and effectively implement the Prime Minister's direction in Official Telegram No. 92 and the directions of the City People's Committee on overcoming the consequences of storm No. 3 and floods after the storm.
"With the utmost urgency, continue to focus on search and rescue work; provide free treatment to the injured; organize timely visits and encouragement to relatives and support and take care of the funerals of the deceased," the dispatch stated, while emphasizing the organization of relief, food, necessities for households at risk of hunger, especially households in isolated areas; and arrange temporary accommodation for households that have lost their homes. "Absolutely no one should go hungry, cold, or have no place to live," the Chairman of the City People's Committee requested.
The City Chairman noted the need to focus on directing the inspection, review, and complete and accurate statistics of all damages to production, property of people, businesses, and state infrastructure works in the area, promptly report to the Department of Agriculture and Rural Development for synthesis, advise the City People's Committee to report to the Prime Minister on September 12, 2024; proactively mobilize local resources and other legal capital sources to urgently overcome the consequences of storms and floods to ensure the rapid stabilization of people's lives and the urgent restoration of production and business.

"The Commander of the Capital Command and the Director of the City Police Department direct their subordinate units to deploy forces and means to support people in overcoming the consequences of natural disasters at the request of localities. The Director of the Department of Health directs the treatment of injured people; promptly provides medicine, ensures medical examination and treatment for people in areas affected by natural disasters, guides people in treating domestic water and the environment, and prevents disease outbreaks after storms and floods," the dispatch stated.
The Chairman of the City People's Committee also assigned the Director of the Department of Industry and Trade to effectively carry out state management of the assigned sectors and fields; direct the City Electricity Corporation and relevant agencies and units to focus on repairing and restoring the power system as quickly as possible, ensuring power supply for production, business and people's daily life, in which priority is given to ensuring power supply for hospitals, medical facilities, pumping and drainage to prevent flooding, and important production activities; have plans to provide enough goods, strengthen market control, and prevent shortages and unreasonable price increases.
The Director of the Hanoi Department of Transport is assigned to direct the focus on quickly repairing traffic routes serving the transportation of relief goods and search and rescue, and at the same time, divert traffic to ensure safe and smooth traffic. Direct and coordinate forces on duty 24/7; review, inspect, strengthen management, and implement solutions to ensure order and safety of inland waterway traffic in the area; propagate to vehicle owners, wharf and port owners to sign a commitment to comply with allowing watercraft to anchor in place, not to operate or move without permission, and request vehicles not to anchor near river crossing works to ensure safety.
"Proactively take measures and plans to prevent water transport vehicles from operating, moving, or drifting on the river; regularly observe from a distance, promptly detect, and resolutely prevent (when necessary, allow strong measures to be applied) when water transport vehicles (ships, ferries, and other vehicles) operate, move, or drift on the river to handle and prevent collisions and drifting, ensuring safety for people, vehicles, infrastructure works crossing the river, and important locations on rivers and inland waterways," the Chairman of the City People's Committee emphasized.
The Chairman of the Hanoi People's Committee assigned the Director of the Department of Agriculture and Rural Development to continue to direct and promptly implement measures to ensure the safety of dykes and dams, detect and promptly handle incidents from the first hour. Direct measures to overcome the impact of storms and floods on agricultural production, and restore agricultural production immediately after storms and floods.
