Mr. Vo Van Minh - Chairman of Binh Duong Provincial People's Committee emphasized that the achievements that Binh Duong province has achieved, especially the lessons learned, will be an important premise and motivation to help Binh Duong overcome difficulties to continue developing, achieving greater achievements in the coming time, with specific goals determined by the 11th Provincial Party Congress, which is to strive to build Binh Duong province to develop sustainably in the direction of a smart, civilized, modern urban area; by 2030 Binh Duong will become a modern industrial center, by 2045 it will be a smart urban area of the region and the whole country.
When infrastructure has been invested intelligently and systematically, society has also been operated in that direction, Binh Duong will develop smart technology utilities to create resonance, increase efficiency as well as have a huge social impact.
With the above philosophy, the Binh Duong Smart City Project has achieved many successes in recent years with specific results in many fields, and has been recognized internationally for many consecutive years since 2019, Binh Duong was voted in the TOP by the ICF World Smart Community Forum. In particular, in 2023, Binh Duong was voted in the TOP 1 of cities with typical smart city development strategies.
ICF is a prestigious forum that brings together hundreds of cities around the world to participate. To select cities into the TOP 21, then TOP 7 and TOP 1. ICF has set out comprehensive criteria to evaluate the communities.
A smart community needs to be demonstrated by logical steps, strategies built on methodical analysis as a premise for building specific projects, directly addressing community challenges, all creating a unified Binh Duong, a smart Binh Duong recognized by the international community.
Recognizing the above difficulties, Binh Duong has proactively sought solutions through international cooperation, study trips and discussions with scientists. In 2016, Binh Duong developed the Binh Duong Smart City project with a model learned from the City of Eindhoven, Netherlands. The project is like a guideline for Binh Duong's development strategy in the current period, directly addressing the province's challenges with specific projects, creating leverage in many aspects of society.
Promoting regional connectivity infrastructure
Not only orienting to build a Smart City, an Innovation Zone in the coming time, Binh Duong province is also promoting the construction of the Science and Technology Industrial Park and the World Trade Center of Binh Duong New City, building regional connecting traffic infrastructure, logistics systems, attracting and training high-quality labor resources along with the province's preferential investment policies. This is the driving force for Binh Duong to attract foreign investors to the region.
Binh Duong province organizes a review of all projects planned for the medium-term public investment plan, period 2021-2025. Resolutely cut and suspend unnecessary and ineffective projects, and newly started projects in accordance with the spirit of Directive 13 of the Prime Minister.
In addition, strengthen the implementation of investment preparation procedures, project implementation preparation and project completion through online forms. Promote contractor selection through open bidding via the Internet to minimize contact, travel and meetings between localities. Closely follow and manage the implementation progress plan in conjunction with the disbursement plan for each project and promptly grasp and resolve difficulties and problems during the implementation process.
With the orientation of becoming the economic center of the South, Binh Duong has invested in synchronous infrastructure to promote the regional economy. Key routes such as National Highway 1K, National Highway 13, My Phuoc - Tan Van Road, Ho Chi Minh City - Binh Duong - Chon Thanh Expressway all pass through Binh Duong, connecting Binh Duong trade with neighboring provinces, especially Ho Chi Minh City, Dong Nai, Binh Phuoc.
Smart city is a concept that has been mentioned a lot in recent times with many perspectives, the most popular is the view that a smart city is a city that applies technology to help the activities of people, government, businesses, etc. have higher efficiency and more optimization, similar to automating a factory through installing sensors, cameras, Internet of Things and integrating them with software and artificial intelligence, to process and analyze data better to serve timely and correct decision making.
