Strengthen relationships with local communities.

In 2024, Tuyen Quang province continued to strengthen and deepen cooperative relations with foreign localities and organizations that have cooperative relations with the province. Specifically with Xieng Khouang province, Laos, the two localities maintained activities such as exchanging letters and congratulatory messages on major holidays and political events of the two countries and localities; receiving 30 students from Xieng Khouang province to study at university and college levels in Tuyen Quang province; and continuing to provide university-level training for 24 students from Xieng Khouang province. The Department of Agriculture and Rural Development of Tuyen Quang province coordinated with relevant agencies to develop a draft plan and budget for implementing cooperation tasks in the agricultural sector according to the Memorandum of Cooperation between the two localities.

Comrade Nguyen Van Son, Chairman of the Provincial People's Committee, and other provincial leaders presented Na Hang Shan Tuyet tea products to the leaders of EREX Corporation, Japan (November 2024).

With Phongsaly Province, Laos, the two localities regularly exchange letters and congratulatory messages on major holidays and political events of both countries. The province has accepted two students from Phongsaly Province, Laos, and continues to provide university-level training for eight students from Phongsaly Province currently studying at Tan Trao University. The Military Commands of the two localities continue to implement the Memorandum of Understanding signed in 2017 and 2022.

Relations with Anseong City, Gyeonggi Province, South Korea, include the exchange of letters and congratulatory messages on major holidays and political events of both countries and localities; and invitations to participate in cultural exchange events and activities organized by each locality.

In cooperation with Imsil County, Jeonbuk Province, South Korea, Tuyen Quang City People's Committee invites participation in cultural exchange events and activities organized by each locality. The Tuyen Quang City People's Committee continues to implement the two international agreements signed with the Imsil County government. In 2024, nine workers from Tuyen Quang City went to work seasonally in Imsil County under the signed agreement.

Regarding Wenshan Prefecture, Yunnan Province, China, the Tuyen Quang City People's Committee invited Wenshan Prefecture to participate in major cultural events of the province. The Tuyen Quang City People's Committee signed an international agreement with Malypho County, Wenshan Prefecture, Yunnan Province, China in Tuyen Quang Province in June 2024.

Expanding relations with the Lohmen region, Zehna region, Gustrow-Land district, Mecklenburg-Vorpommern state, Germany, the People's Committee of Na Hang district maintains information exchange activities with partners in accordance with the signed Memorandum of Intent.

Tuyen Quang province continues to connect, exchange information, meet, and work with a number of foreign representative offices in Vietnam, as well as foreign agencies and organizations in Vietnam; and participates in international events, conferences, and seminars, both in person and online, organized by the Ministry of Foreign Affairs to promote connectivity, cooperation, exchange, and information sharing in areas such as local cooperation, investment, trade, tourism, and labor export.

Strengthening economic diplomacy

The Provincial People's Committee has issued a Plan on economic diplomacy to serve national development in Tuyen Quang province until 2030; economic cooperation is identified as a key task in Tuyen Quang province's foreign affairs program for 2024. Thanks to leadership and the synchronized implementation of many solutions, the province's import and export value has been maintained and developed.

Export value in 2024 is estimated at US$170 million, an increase of 13.3% compared to 2023. Main export items include: tea, pulp, base paper, printing and writing paper, textiles, barite powder, and wood products such as acacia wood flooring, swing chairs, wooden chopsticks, and envelopes. Main export markets include: Afghanistan, Pakistan, the United States, the Russian Federation, the Netherlands, Taiwan, Iran, Indonesia, Brazil, China, Malaysia, Canada, Japan, and South Korea.

The value of imports in 2024 is estimated at US$90 million, a decrease of 10.79% compared to 2023. The main imported products include coke, raw materials for garment manufacturing, machinery and equipment, chemicals, and other goods. The main import markets are China and Thailand.

Currently, the province is implementing 17 FDI projects from 17 foreign investors from Japan, South Korea, China, Samoa, Taiwan, Hong Kong, Australia, and Singapore, with a total registered investment capital of over US$119 million, equivalent to VND 2,777 billion. In 2024, the province will implement 5 programs and projects using ODA capital. In addition, the province has 1,022 workers employed abroad under contract, mainly in Japan, Taiwan, South Korea, and some European countries...

From the beginning of 2024 to the present, the province has signed and implemented 14 international agreements and 22 international cooperation documents, including 5 newly signed agreements and 5 newly signed cooperation documents. These agreements and documents have been seriously implemented by the parties involved, generally complying with regulations on signing and implementing international agreements, with coordination among relevant agencies and units, focusing on the following areas: local-level cooperation, education, defense, labor, and agriculture. In 2024, 6 international conferences and workshops were organized in the province, focusing on education and the implementation of non-refundable aid not classified as official development assistance. These conferences and workshops contributed to promoting cooperative relations, sharing experiences, identifying solutions, and exchanging, training, and enhancing the capacity of relevant organizations and individuals.

Vice Chairman of the Provincial People's Committee Hoang Viet Phuong, in numerous meetings and working sessions with foreign delegations, affirmed that Tuyen Quang has many potentials and strengths, and the province places great emphasis on strengthening cooperation with localities, corporations, and businesses in countries around the world. The province hopes that tourists will learn more about the province and that Tuyen Quang's goods will be exported abroad in increasing quantities…
