Accordingly, in order to proactively take measures to prevent and respond to natural disasters promptly and effectively, ensuring the safety of people's lives and property against extreme weather phenomena that may occur during the transitional period as well as during the rainy and stormy season in 2025, the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue recommends that the Provincial Vietnam Fatherland Front Committee; provincial departments, branches, and mass organizations that are members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue; and Steering Committees for Disaster Prevention and Control and Search and Rescue of districts and cities recommend that people take measures such as: organizing the reinforcement and bracing of houses, pruning tall trees to ensure safety when rain and thunderstorms occur; Quickly find a safe shelter, do not take shelter under trees, high mounds and places with water, must find a lower place to take shelter, stay away from metal objects, transformer stations, poles, power lines, do not use phones, TVs, computers and other electronic devices, do not stand in groups of people close together, to limit the risk of being struck by lightning, falling trees (note that lightning often appears with rain, thunderstorms)...
Regularly monitor and update information on media to promptly receive forecasts and warnings of natural disasters, and proactively prevent them. At the same time, implement measures to protect crops (especially those with high economic value such as durian, rambutan, green-skinned grapefruit, etc.), livestock, production and business activities. Recommend organizations and individuals raising high-tech aquaculture using roofs in coastal districts to proactively reinforce and protect production... when extreme weather events occur, to limit damage.
Departments, branches and localities closely monitor forecasts and warnings from specialized agencies on the developments and situations of natural disasters; promptly inform local authorities and people to proactively take appropriate measures to prevent and respond to natural disasters. At the same time, implement the following contents: Department of Construction, Department of Culture, Sports and Tourism, Department of Science and Technology organize inspections and reviews of works within the management scope of agencies and units, promptly handle and overcome incidents to ensure safety and effectiveness in natural disaster prevention and control.
The Provincial Border Guard Command, Provincial Police, Department of Construction, Department of Agriculture and Environment, Department of Culture, Sports and Tourism strengthen inspection of vehicles operating on rivers and at sea; ferry terminals, tourist boats; resolutely and strictly handle vehicles that do not comply with safety regulations (not equipped with life buoys; carrying too many people, overloaded...), to ensure safety of people and property before operating, especially in situations of storms, big waves, strong winds.
The Department of Education and Training directs schools to prepare prevention and response plans and increase the dissemination of knowledge on preventing storms, tornadoes, and lightning strikes in schools, and to trim and support trees to ensure the safety of students, teachers, and school equipment.
The Department of Industry and Trade strengthens the management of wind power projects in the province; requires project investors and relevant agencies to regularly inspect and have plans to respond to storms, tornadoes, lightning, heavy rain, strong winds at sea, especially for electric poles, turbines, propellers, power transmission systems... at projects that have been put into operation and projects under construction to ensure the safety of life and property for people in the area.
The Department of Construction presides over and directs Ben Tre Urban Construction Joint Stock Company to inspect and prune trees, dry branches, and diseased trees that are at risk of falling, breaking, or breaking; ensure the safety of urban works, lighting poles, billboards, and signs... before the rainy and stormy season; ensure smooth traffic, especially on main roads when natural disasters occur.
Ben Tre Electricity Company and Ben Tre Telecommunications strengthen technical inspection and maintenance, ensure safety of power pole systems, power transmission stations, broadcasting stations... when lightning, storms, tornadoes occur; clear and trim trees where power lines and telecommunication cables pass through, to limit damage.
For localities with tourism, entertainment and recreation activities, especially activities on rivers and at sea, coordinate with relevant agencies to strengthen management and warn of dangerous weather conditions to business owners and tourists to ensure the safety of people's lives when participating in activities.
Depending on the developments and situations of natural disasters, agencies, localities and units shall proactively organize on-duty shifts; promptly inform and report to the Provincial Steering Committee for Disaster Prevention and Control according to regulations.
