Continuing the 6th Session, on the morning of November 21, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly discussed reports on the work of the Supreme People's Court (SPC), the Supreme People's Procuracy (SPP); crime prevention and control and law violations; judgment enforcement; and corruption prevention and control in 2023. Vice Chairman of the National Assembly Nguyen Khac Dinh chaired the meeting. General To Lam, Politburo member and Minister of Public Security, authorized by the Prime Minister, presented the Report on crime prevention and control and law violations in 2023.
The rate of case investigation exceeds the target set by the National Assembly.
Minister To Lam said that in 2023, the world, regional and domestic situation will continue to develop rapidly and complicatedly. Following the leadership of the Party Central Committee and the National Assembly, the Government has worked with ministries, branches and localities to synchronously and resolutely implement programs, plans and solutions to prevent and combat crimes and law violations; contributing to ensuring security and order, serving the country's socio-economic development and foreign affairs tasks.
The Government issued a Resolution on key tasks and solutions to implement the Socio-Economic Development Plan, State budget estimates, and improve the business environment and enhance national competitiveness in 2023; in which, it directed ministries, branches and localities to continue to proactively grasp, analyze and closely forecast the world and regional situation, especially policy adjustments of major countries; promptly advise, promulgate and implement appropriate policies and measures to maintain national sovereignty, interests and security, ensure social order and safety, and effectively serve the tasks of socio-economic development and foreign affairs.
Continue to implement socio-economic development policies associated with ensuring social security, creating jobs for workers, and increasing people's income. Promote the movement of the entire people to protect national security; deploy many plans and measures for professional prevention, focusing on managing and educating subjects at the grassroots level to prevent crimes, especially groups of subjects at high risk of committing crimes, thereby solving cases and preventing crimes right at the grassroots level.
“Regarding the situation and results of the work of preventing and combating crimes related to social order, many plans and solutions have been implemented to curb the increase of crimes related to social order; organizing attacks and resolutely suppressing all types of crimes; the rate of investigation and discovery of crimes reached 81.61%; of which very serious cases reached 93.2%, especially serious cases reached 96.62%, exceeding the target assigned by the National Assembly” - Minister To Lam emphasized.
The number of detected corruption and position crimes increased by 51.63%
According to Minister To Lam, in the work of preventing and combating crimes related to corruption, economics, and smuggling, we have continued to review and overcome loopholes and shortcomings to prevent crimes; proactively identify and detect new methods and tricks of committing crimes. We have detected, investigated and strictly handled acts of corruption and negativity, and recovered the maximum amount of misappropriated assets. However, the situation of corruption, economics, and smuggling crimes is still very complicated; the number of detected crimes related to economic management order is 11.69% higher, the number of detected crimes related to corruption and positions is 51.63% higher.
Continue to improve the effectiveness of State management, perfect institutions in the management of environment, resources, hygiene and food safety. Focus on resolving violations of the law causing environmental pollution in river basins and irrigation systems. However, crimes related to environment, resources and food safety are still common in many fields and areas; the number of detected cases is 18.87% higher.
Continue to disseminate information on cybercrime methods to raise people's vigilance and prevention. Strengthen inspection, review, and fix security vulnerabilities and risks that cause insecurity and loss of safety of information systems and databases. However, crimes and violations of the law in cyberspace continue to increase, especially online gambling, buying and selling, and stealing personal information and data; the number of detected cases increased by 203.61%.
Plans and strategies have been deployed to combat and suppress drug crimes on key routes and areas; and measures to combat and prevent drugs from afar have been stepped up. However, the drug crime situation continues to be complicated; the number of detected cases is 17.68% higher; including a number of drug trafficking lines with large volumes. Illegal drug use still occurs in many localities.
Reduce the number of cases and deaths due to traffic accidents
Minister To Lam said that the Government has advised the Central Party Secretariat to issue and implement the Directive on strengthening the work of ensuring traffic safety in the new situation. Traffic accidents have decreased in number of cases and deaths, of which, the number of cases decreased by 0.93%; the number of deaths decreased by 0.53%, the number of injured people increased by 3.3%; there are still some particularly serious traffic accidents, causing many deaths and injuries.
Proactively reviewed and resolved difficulties and obstacles in fire prevention and fighting, creating favorable conditions for production and business activities. Strengthened measures to prevent and contain large fires, resolutely suspended constructions and projects that violated the law on fire prevention and fighting. However, the fire and explosion situation nationwide remained complicated, with the number of fires increasing by 10.87%, the number of explosions decreasing by 30%, including some fires causing particularly serious damage to people and property; the risk of fire and explosion safety is still very high.
“Detention facilities are guaranteed security and safety, preventing sudden and unexpected situations from occurring, and preventing cases of collective and complicated resistance by detainees, thereby contributing to the investigation, prosecution, trial and execution of criminal sentences,” Minister To Lam emphasized.
8 solutions to prevent and combat crime and law violations
To improve the effectiveness of crime prevention and control, in the coming time, the Government will continue to direct ministries, branches and localities to: Thoroughly grasp and effectively implement the policies of the Party and State on crime prevention and control, law violations, promote the combined strength of the entire political system and the masses to participate in the work of protecting security and order. Develop and perfect mechanisms, policies and laws related to crime prevention and control and law violations.
Timely advise the Party and the National Assembly on policies and solutions to ensure national and ethnic interests, maintain national security and social order and safety. Improve the quality and effectiveness of social and professional prevention work.
Continue to strengthen the fight against all types of crime; effectively organize the reception and handling of denunciations and reports of crimes, recommendations for prosecution; the work of arresting, detaining, investigating and handling crimes. Improve the effectiveness of State management of security and order.
Strengthen research and application of advanced achievements of science and technology, digital transformation, and transformation of all aspects of crime prevention and control. Promote political and ideological education, improve capacity, professional ethics, sense of responsibility for law enforcement forces and international cooperation in crime prevention and control.
The Government also recommends and proposes that the National Assembly pay attention to directing within its authority and report and propose to the National Assembly to remove difficulties and legal obstacles related to crime prevention and control and law violations; continue to build and perfect mechanisms, policies, allocate resources and organize supervision work; and increase resources to build the People's Public Security force.
