Phong Dien Town is the second largest forest area in the city. On average, each year, the town exploits and replants 500 - 800 hectares of forest after exploitation, of which nearly 90% of the area belongs to households and individuals. Thanks to good propaganda work on forest protection, development of fire prevention and control plans, and mobilization of forces when forest fires occur, in 2024, although there were 5 fires in the town with a total area of ​​8.55 hectares of damaged vegetation after exploitation, there was no damage to the forest.

According to Mr. Ho Van Minh, Deputy Head of Phong Dien Town Forest Protection Department, the unit has assigned forest rangers to be in charge of 12 communes and wards, of which 3 specialized forest rangers are in 3 communes with large forest areas: Phong Son, Phong Xuan, Phong My and the remaining 9 communes and wards are assigned part-time forest rangers. The forest rangers are responsible for advising the authorities of the communes and wards on fire prevention and control plans suitable to the characteristics of each locality.

Along with that, every quarter, Phong Dien Town Forest Protection Department organizes on-site reports on forest fire prevention and control work among large forest owners and community forest management boards, with the participation of the Forest Protection Department. Through on-site reports and local information, units promptly have plans to effectively implement forest fire prevention and control work. Phong Dien Town Forest Protection Department has also assigned specialized staff to regularly apply remote sensing software, tablets, and DBR monitoring software on the development of forest fire risk levels and early detection of cases of burning vegetation in the management area to promptly take measures.

In Thuan Hoa and Phu Xuan districts, special-use forests are near cemeteries, graveyards, roads, and residential areas, so people's incense burning, grave visits, and sightseeing activities pose a risk of causing forest fires during the hot season.

Mr. Dinh Cong Binh, Deputy Head of the Hue City Forest Protection Department, said that in July 2020, there were 29 forest fire incidents within 30 days. With that characteristic, entering the dry season this year, the Thuan Hoa - Phu Xuan Inter-District Forest Protection Department has advised local leaders to promptly issue documents to direct and direct wards, communes, and related units to coordinate and effectively implement forest fire prevention and control, and nature conservation in the area in accordance with the reality of each locality.

Close coordination between forces

By early 2025, the total area of ​​forest and land under the city's forestry planning will be more than 324,187 hectares. Of which, the area of ​​natural forest is 205,582 hectares, the area of ​​planted forest is 100,608 hectares... To proactively prevent forest fires, from the beginning of the year, the city's forest rangers have proactively guided localities and forest owners to develop, deploy and strictly implement legal regulations on forest fires. Combined with the inspection and supervision of the implementation of forest fire prevention plans by forest owners and People's Committees of communes in the city, ensuring good implementation of remote prevention measures, early detection and timely handling to minimize damage caused by forest fires.

Currently, the City Forest Protection Department is inspecting and guiding the implementation of the plan by forest rangers, state forest owners, community forest management boards, cooperatives and commune-level People's Committees with forests. According to Mr. Dinh Cong Binh, the inspected units have basically complied with the legal regulations on forest fire prevention and control. In addition, 5 forest owners, which are state management agencies and units, have organized a forest fire prevention and control plan drill.

In order to be proactive in forest fire prevention and support, the Department of Agriculture and Environment has allocated 2.42 billion VND to forest owners, which are state management agencies and units, to clear vegetation on fire-break lines and reduce combustible materials.

According to Mr. Dinh Cong Binh, the unit will closely coordinate with the police, military, border guards, customs, and local authorities to promptly prevent and handle violations of forestry laws and forest fire prevention and control work; proactively propose measures to organize the implementation of coordination regulations between neighboring localities inside and outside the city. At the same time, apply information technology to forest resource monitoring, mobilize all capital sources to increase technical and financial resources for monitoring the quality of natural forests to minimize deforestation and forest degradation; establish a camera system to monitor key fire areas; effectively operate and use drones in monitoring, managing forests and commanding and directing forest fire prevention and control work to achieve the highest efficiency.

In 2024, there were 47 fires in Hue city with a total area of ​​47.7 hectares; compared to 2023, the number of fires decreased by 19 cases, the burned area decreased by 12.53 hectares.
