Maximum speed limit set at 160km/h for key railway routes in Hanoi

The leaders of the Ministry of Transport (MOT) basically agreed on some technical parameters of the Hanoi railway hub including: maximum speed of 160km/h, axle load of 22.5 tons/axle, maximum usable length of the future station line of 850m.

The Ministry of Transport has just issued Notice No. 143/TB-GTVT on the conclusion of Deputy Minister Nguyen Danh Huy at the final reporting meeting on the Planning of railway routes and stations in the key areas of Hanoi City.

This meeting was held on June 14 with the participation of Mr. Duong Duc Tuan, Vice Chairman of Hanoi People's Committee, representatives of agencies under the Ministry of Transport, Hanoi City and the consulting unit for the planning of railway routes and stations in the key areas of Hanoi City.

According to Mr. Nguyen Danh Huy, the railway in the Hanoi hub area connects many important railway lines of the country, is complex, and has been researched and completed over many periods.

Pursuant to Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo, the National Master Plan, the Ministry of Transport is reviewing the National Railway Network Plan, planning the railway routes and stations in the Hanoi City hub area to serve as a basis for mobilizing resources to invest in a modern and synchronous railway system.

Regarding the main technical parameters, the leaders of the Ministry of Transport requested the Vietnam Railway Authority and the consulting unit to carefully research and analyze the transportation needs, the role of railway lines, the development trends of science and technology, and the connection of domestic and international railway networks in each period to propose and select effective and long-term vision parameters.

Basically agree on some main technical parameters as follows: maximum speed V≥160km/h, axle load 22.5 tons/axle, usable length of future railway ≥850m.

Regarding the solution to connect high-speed railway to the center of Hanoi, the leader of the Ministry of Transport emphasized that, in principle, high-speed railway needs to connect to the hub station to ensure convenient collection and clearance of passengers through other means of transport. Based on actual conditions, related planning unanimously proposed Ngoc Hoi station as the hub station.

Regarding train organization solutions, to increase passenger convenience, we request consultants to study and research models around the world, forecast transportation demand; analyze and select optimal train organization solutions for each period.

The leader of the Ministry of Transport said that the Prime Minister has approved the Railway Network Planning and the Hanoi Capital Transport Planning, including the location of Lac Dao Station. Therefore, the Vietnam Railway Authority, consulted to carefully review the transportation needs, develop a train operation plan to determine the specific scale of the functional areas; work with relevant agencies of Hung Yen province to agree on the location, scope and scale of the station; propose the Ministry of Transport to meet with the People's Committee of Hung Yen province (if necessary).

Regarding the adjustment of the function of Bac Hong station, it is necessary to analyze and clarify the effectiveness of the location of the railway industrial development facility in the hub area, determine the specific scale, and evaluate the feasibility of the land fund to make appropriate proposals.

Regarding the plan to jointly operate 1,435mm gauge national passenger trains with urban trains on the Yen Vien - Ngoc Hoi and Gia Lam - Lac Dao sections, the Deputy Minister of Transport requested coordination with relevant agencies of the Hanoi People's Committee to study the principle of maximizing the efficiency of the invested urban railway infrastructure, creating convenience for passengers to move to the center.

Regarding the adjustment of the railway development orientation on the Hanoi - Lang Son corridor, the leaders of the Ministry of Transport agreed to keep it as the approved railway network planning for the time being. The Vietnam Railway Authority will coordinate with technical support consultants to develop the Hanoi - Lang Son and Hai Phong - Ha Long - Mong Cai railway planning in the coming time to make appropriate proposals.

“The consultant is responsible for researching, analyzing, and proposing an investment roadmap for railway routes to ensure that they are suitable for transportation needs, effective railway network connections, and investment resources for each period,” the leader of the Ministry of Transport emphasized.
