The consolidation of the local Market Management apparatus is an inevitable requirement in the context of innovation in the state management mechanism to implement the policy of decentralization, streamlining the State administrative apparatus, operating effectively, efficiently and effectively according to Resolution 18-NQ/TW and directive documents of the Government and the Ministry of Industry and Trade.

Regarding the establishment of the Market Management Department, the Standing Vice Chairman of the Provincial People's Committee proposed to reduce at least 15% of the organizational structure of departments and offices in accordance with the direction of the Central Government. Regarding personnel work, he requested the Department of Industry and Trade to develop criteria in the spirit of transparency regarding the staff, age of contribution, qualifications, rewards, and annual classification to have a basis for appointment; adhere to the principle of respecting and honoring those who are worthy to be leaders; create solidarity to build a Market Management team that properly performs its functions, tasks, and operates effectively.

He also assigned the Department of Industry and Trade to preside over and coordinate with the Department of Home Affairs, Department of Justice, Office of the Provincial People's Committee, Department of Finance to complete related procedures to seek opinions from the Standing Committee of the Provincial Party Committee and have a specific report submitted to the Provincial People's Committee to sign the decision to establish the Market Management Department, under the Department of Industry and Trade.

He requested the Department of Industry and Trade to continue to coordinate with relevant sectors to review and complete related contents to advise the Provincial People's Committee to submit to competent authorities for approval, ensuring compliance with legal regulations, consistent with local practices, and not disrupting market management activities in the area. At the same time, proactively develop a plan to organize the apparatus and personnel to ensure effective operations after the Department is officially established.
