According to the Steering Committee's report, the results of reviewing and approving the total number of poor households, policy households, and households with housing difficulties in the two years of 2024-2025 in the province are 15,251 households; of which, the number of households needing support for new construction is 10,609 households; the number of households needing support for repair is 4,642 households.
After more than 5 months of implementing the Campaign, as of October 8, 2024, the total budget received by the Vietnam Fatherland Front Committee at 3 levels (province, district, commune) is over 220 billion 292 million VND. Of which, the provincial level is over 55 billion 110 million VND; the district and commune levels are over 165 billion 182 million VND.

Based on the mobilization funding source and the Submission of the Provincial People's Committee, the Provincial Party Standing Committee and the Provincial Steering Committee, the plan to allocate mobilization funding at all levels is: Allocate 11 billion 060 million VND (from the Provincial Steering Committee's source) to build houses for 301 households subject to inter-settlement according to Decision No. 4845/QD-UBND, dated December 1, 2021 of the Provincial People's Committee Chairman on approving the Project "Arrangement and stabilization of residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period 2021-2025" (209 stilt houses, 89 1-storey houses, 3 2-storey houses). Allocate 20 billion 760 million VND (from the Provincial Steering Committee's source) to build new houses for 519 households under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in 2024; 40 million VND per household.

Concluding the conference, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen stated: After more than 5 months of implementing Directive 22 of the Provincial Party Committee Standing Committee on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025, Party committees at all levels, authorities, sectors, business communities, cadres, party members and people in the province have responded very positively; with a spirit of humanity, compassion, affection, sharing and love.

Up to now, after phase I, the Fatherland Front Committees at all levels have received more than 220 billion VND in support funds. This is a huge amount of money in a very difficult socio-economic situation, demonstrating the high consensus of cadres, party members, businesses and people in the province for a very humane policy of the Provincial Party Committee Standing Committee. From the received funds, up to now, 20 districts have proactively started building houses for households eligible for support, with 922 houses.
On behalf of the Provincial Party Committee Standing Committee and the Steering Committee, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen respectfully thanked the noble gesture and kindness of the collectives, enterprises, cadres, party members and people in the province and outside the province who enthusiastically participated in supporting in the spirit of Directive 22 of the Provincial Party Committee Standing Committee. At the same time, he committed to using the money obtained up to this point in a transparent, public, and appropriate manner for the right subjects and purposes from the provincial to the communal level, in order to create trust for organizations and individuals who wish to contribute to the Campaign.
According to the Principles of Directive No. 22, up to this point, the province has made Decisions and will make Decisions to allocate and use the donated money reasonably; and is organizing the implementation in accordance with the Prime Minister's direction to integrate capital sources with resources of National Target Programs.
The Standing Deputy Secretary of the Provincial Party Committee requested that immediately after this conference, the Secretaries and Heads of the Steering Committees of the districts, especially the mountainous districts that benefit from the National Target Programs and receive financial support from the Provincial Steering Committee, must urgently develop plans to start construction and build houses for poor households and policy households in their districts. Accordingly, from the district to the commune level, detailed plans must be developed to demonstrate the mobilization of local forces and coordination with the police, military and border forces in supporting the construction of houses for poor households and policy households.

In particular, it is requested that the Central press agencies, Thanh Hoa Newspaper, Provincial Radio and Television Station, Cultural, Information, Sports and Tourism Centers of districts coordinate with the Provincial Party Committee's Mass Mobilization Committee, the Provincial Fatherland Front Committee, and the Fatherland Front Committees of districts develop plans, outlines, and organize the implementation of specialized works that truly and clearly reflect the circumstances of households with difficulties in housing, whose lives are still difficult and need help; at the same time, there must be propaganda works about the material, labor and spiritual response of the people of all ethnic groups in the province to build houses for poor households and policy households. In addition, press agencies must also develop good programs and topics that move people's hearts, are convincing, and have specific addresses on platforms about the results after 3 months of building houses for poor households, policy households, and households with housing difficulties in the province, to see clear changes after the households have settled down. At the same time, boldly inform about the Campaign to create a spreading effect so that businesses, officials, party members, and people in the province and outside the province can enthusiastically participate.
Regarding the transparency of the amount of money mobilized at all levels, the Standing Deputy Secretary of the Provincial Party Committee proposed: For the amount of money managed and used by the Provincial Steering Committee after allocation, it will be made public on Thanh Hoa Newspaper, Provincial Radio and Television Station; and public on the electronic information page of the Vietnam Fatherland Front Committee and the Provincial Party Committee's Mass Mobilization Committee. The amount of money managed by the district must be transparent and public on the district's broadcasting system, public at the headquarters of the District People's Committee and the People's Committees of the communes. For the amount of money collected at the commune level, it must also be made public on the commune's loudspeaker, public at the headquarters of the Commune People's Committee and public at the cultural houses of the villages and hamlets. In particular, the issue of expenditure management for this Campaign must be implemented in accordance with Circular 41 and the guidance of the Department of Finance.
The Provincial Party Committee's Mass Mobilization Commission coordinated with press agencies to study and propose two options to organize a preliminary review of this Campaign at the end of 2024.
To continue to effectively implement the support for housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024-2025, the Standing Deputy Secretary of the Provincial Party Committee requested Party committees and authorities at all levels to lead and direct the good implementation of Directive No. 22 of the Provincial Party Committee Standing Committee; at the same time, continue to call on organizations, businesses, cadres, civil servants, public employees, party members and people inside and outside the province to participate in contributing to the Campaign.
