Regarding the case of a student in Buon Ma Thuot City who completed 9th grade but only has a report card up to 6th grade, on November 8th, Mr. Do Tuong Hiep, Deputy Director of the Dak Lak Department of Education and Training, said that the unit is awaiting guidance from the Ministry of Education and Training on this student's case in order to find an appropriate solution.
According to Mr. Hiep, the case of student D.XH, who completed grade 9 but only has a transcript up to grade 6, is unprecedented, and the Department has no basis to consider granting graduation to this student. Therefore, the Dak Lak Department of Education and Training has reported the matter to the Ministry of Education and Training for consideration and guidance to ensure the student's rights are protected.
Previously, the Dak Lak Department of Education and Training received a report from the Buon Ma Thuot City Department of Education and Training regarding the fact that in the 2019-2020 school year, student D.XH enrolled in class 6D at Lac Long Quan Secondary School but had to repeat the year due to poor academic performance. At the beginning of the 2020-2021 school year, student H. was assigned to repeat class 6D (not to advance to grade 7). However, when attending school, student H. did not enroll in class 6D but followed other students to class 7D.

Following the incident, the teacher reported it to the school and informed H.'s parents to coordinate efforts. Subsequently, Mr. D.XV (H.'s father) submitted a request to the school to allow his son to advance to class 7D, citing his desire for his son to integrate into the community. In the request, the parent stated that H. suffers from autism (without providing supporting documentation).
At the request of the family, Mr. Phan Thanh Thuy, Principal of Lac Long Quan Secondary School, agreed to allow student H. to attend class 7D to integrate into the community and did not require the student H. to undergo educational assessment and grading as stipulated by the Ministry of Education and Training. Instead, the student was allowed to attend classes as an auditor and participate in educational activities.
In the following school years, H. continued to study in grades 8 and 9 without any academic performance records for grades 7, 8, and 9. At school, H. only had a grade 6 report card confirming that the student had to repeat the grade. Teachers also gave H. tests in various subjects, but there were no assessments of the learning outcomes for those subjects.
According to the Department of Education and Training of Buon Ma Thuot City, the parents were aware that student H. did not have academic records for grades 7, 8, and 9 (teachers informed them during end-of-year parent-teacher meetings) but did not raise any objections.
Regarding the incident, Ms. NTH (H.'s mother) stated that after her son was not granted a junior high school diploma, she took him to many high schools to enroll him, but none accepted him. As a result, her son was sad and cried a lot because he couldn't go to school.
According to Ms. H., the report from the Buon Ma Thuot City Department of Education and Training regarding her child's case is inaccurate. Therefore, her family is registering to work with the Buon Ma Thuot City Department of Education and Training to clarify the relevant issues.
Ms. H. stated that when her son H. was 8 years old, she took him for a medical examination and had complete records confirming his autism. When he entered 6th grade at Lac Long Quan Secondary School, the school did not require any medical records. After completing 6th grade, the family submitted a request to allow their son to advance to the next grade and participate in an inclusive education program as stipulated by the Ministry of Education and Training; they never mentioned requesting that he be allowed to attend as an auditing student.
