
Based on the opinions of the Ministry of Natural Resources and Environment; the request of the provincial authorities on resolving the petition on using the remaining iron ore of Quy Xa iron mine to supply Lao Cai Iron and Steel Factory, Lao Cai Provincial People's Committee has just issued a document agreeing to allow Viet Trung Minerals and Metallurgy Company Limited (VTM) to use and consume more than 194 thousand tons of remaining iron ore of Quy Xa iron mine.

Accordingly, VTM was transported for the remaining ore volume in warehouses K20 and K21 of 194,678 tons, this is the amount of ore in the total of 443,940 tons of VTM reported to be exploited according to Resolution 164/NQ-CP of the Government. VTM has declared and paid a part of taxes and fees to the state budget and the remaining amount of tax and fees has been declared, but still owes the budget more than 53.6 billion VND, on the principle that VTM must fulfill its financial obligations corresponding to a certain volume of ore put into use.
VTM is allowed to transport 90% of the ore volume, corresponding to the amount paid into the state budget and must fully pay the remaining debt and arising money (if any) into the state budget before transporting the remaining amount of ore.
Viet Trung Minerals and Metallurgy Company Limited must develop and approve a plan to transport the above ore volume to Lao Cai Iron and Steel Factory in Tang Loong Industrial Park after fulfilling its financial obligations to the state budget and using minerals for the right purposes, in accordance with the provisions of law. At the same time, promptly produce and make a specific commitment to complete the payment of taxes and fees of the total debt arising in Lao Cai province in accordance with the notice of the tax authority.

The Tax Department of Region VIII urges VTM to fully perform its financial obligations for outstanding taxes, fees and other arising amounts as prescribed; monitors and sends notifications on the performance of financial obligations as committed by VTM.
The Department of Agriculture and Environment shall preside over and coordinate with the Department of Industry and Trade and the People's Committee of Van Ban district, according to their functions, tasks, and scope of management, to be responsible for monitoring the volume, quantity, and type of ore for VTM's ore transportation activities at warehouses K20 and K21.
Van Ban District People's Committee manages land, guides units to implement short-term land lease in accordance with regulations; regularly supervises the transportation of Quy Xa mine's remaining ore at warehouses K20 and K21.
The Economic Zone Management Board supervises the use of the above-mentioned ore in the Lao Cai Iron and Steel Factory area to ensure proper purposes.
The Department of Industry and Trade coordinates with the Department of Home Affairs and the Economic Zone Management Board to urge and guide VTM to implement measures to ensure occupational safety and hygiene during the production process of Lao Cai Iron and Steel Factory.
