The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of the Chairman of the Ho Chi Minh City People's Committee on the operation of parks and walking spaces in the city center in District 1.
Previously, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai chaired a meeting with departments, branches and units on the operation of the Walking Street and Park Management Center in District 1 under the District 1 People's Committee.
After listening to the opinions of relevant units, the Chairman of the Ho Chi Minh City People's Committee directed and gave a specific timeline to upgrade parks and walking spaces in the city center.

The Chairman of the Ho Chi Minh City People's Committee assigned Mr. Le Duc Thanh, Chairman of the District 1 People's Committee, to preside over and work with Mr. Truong Trung Kien, Deputy Director of the Department of Planning and Architecture and units including the Department of Culture and Sports, the Department of Industry and Trade, the Center for Management of Walking Streets and Parks in District 1, relevant agencies and units, to propose a plan to implement the exploitation of activities according to the approved planning for the area in front of Ben Thanh Market.
The Chairman of the Ho Chi Minh City People's Committee requested that the area in front of Ben Thanh Market should be developed like Times Square. This will be a crowded place, connected to the central station, with cultural and culinary spaces, recreating the typical image of Saigon people through street business activities.
Activities in front of Ben Thanh Market need to be researched and arranged to create a special impression on tourists. In particular, Ham Nghi Street in the city center and September 23 Park need to be exploited in the direction of public space to organize economic, political, cultural and social activities.
The space of this axis will be a historical and cultural connection between the Ho Chi Minh City Museum, Bach Tung Diep Park and the remaining areas of the city center.
By April 30, 2025, units need to shape the overall space of the city area according to the above orientation, creating a new and unique image with exciting activities to serve people and tourists.
Before January 15, assigned units must report back to the Ho Chi Minh City People's Committee.
The Chairman of the Ho Chi Minh City People's Committee also emphasized the need to promote decentralization and authorization to the People's Committee of District 1 and the Center for Management of Walking Streets and Parks in District 1 to be autonomous and responsible. Parks and walking spaces need to operate effectively to generate revenue to maintain regular operations.
District 1 People's Committee and the Center for Management of Walking Streets and Parks in District 1 urgently consult and propose regulations on the management of parks and walking spaces in the city center.
