Officially return the right to choose textbooks to schools

Circular No. 27 takes effect from February 12.

The biggest difference of this new circular is that the right to decide on textbook selection is assigned to educational institutions instead of the provincial People's Committee as before.

The right to choose textbooks will be returned to schools instead of provincial People's Committees as in the past.

Specifically, the textbook selection council of the educational institution is established by the principal of the educational institution or the director of the continuing education center, the director of the vocational education - continuing education center, the head of the educational institution implementing the general education program, the continuing education program at the junior high school and high school levels, to assist the head of the educational institution in organizing the selection of textbooks.

Circular 27 stipulates that each educational institution establishes a council. For educational institutions with multiple levels, each level establishes a council.

The Council includes: the head, deputy head; head of professional group, professional group, teacher representative, representative of the parent representative board of the educational institution.

The number of council members is an odd number, with a minimum of 11 people. For educational institutions with less than 10 classes, the minimum number of council members is 5 people.

People who participate in compiling textbooks are not part of the textbook selection committee.

The Circular also clearly stipulates: "People who have participated in compiling textbooks or participated in directing the compilation, publication, printing, and distribution of textbooks (in the list of textbooks approved by the Minister of Education and Training); parents, parents-in-law; wife or husband; siblings and siblings-in-law of people who have participated in compiling textbooks or participated in directing the compilation, publication, printing, and distribution of textbooks; people working at publishing houses and organizations with textbooks are not allowed to participate in the council".

Because the new circular assigns the right to select textbooks to educational institutions, the Department of Education and Training is responsible for appraising textbook selection records of educational institutions under its management; reporting to the Department of Education and Training on the appraisal results and the list of textbooks selected by educational institutions under its management.

The Department of Education and Training appraises the textbook selection dossiers of educational institutions under its management; reviews reports of the Department of Education and Training on the appraisal results and the list of textbooks selected by educational institutions; synthesizes the results, makes a list of textbooks selected by educational institutions, and submits it to the Provincial People's Committee for consideration and approval.

Instead of directly establishing a textbook selection council for the entire province as in the old regulations, the new regulations only have the task of deciding to approve the list of textbooks selected by educational institutions (submitted by the Department of Education and Training).

4 years, 3 changes in textbook selection regulations

According to Circular No. 01 issued by the Ministry of Education and Training on January 30, 2020, the right to decide on textbook selection belongs to general education institutions. Each school establishes a textbook selection council under the direction of the principal.

The Council has at least 2/3 of its members being heads of professional groups and teachers of subjects and educational activities. This Circular applies only to the 2020-2021 school year, the first year of implementing the "textbook change".

On August 26, 2020, the Ministry of Education and Training issued Circular No. 25 to replace Circular 01 on textbook selection. The Textbook Selection Council is established by the Provincial People's Committee, helping the Provincial People's Committee organize the selection of textbooks instead of assigning it to each school as in Circular 01.

Explaining that the regulation on the right to choose textbooks of educational institutions is only implemented for the selection of textbooks for grade 1 in the 2020-2021 school year, the representative of the Ministry of Education and Training said that from July 1, 2020, the Law on Education (amended) will take effect with the regulation: "The Provincial People's Committee decides on the selection of textbooks for stable use in general education institutions in the area" (Point c, Clause 1, Article 32). Meanwhile, the organization of the selection of new grade 1 textbooks to apply for the 2020-2021 school year must be organized from the beginning of 2020 and the results announced in May 2020 so that publishers with selected textbooks can organize printing, distribution... in time for the opening of the school year in September 2020.

The National Assembly Standing Committee's monitoring delegation on textbook program innovation assessed: the regulations on selecting general education textbooks in Circular 25 of the Ministry of Education and Training are not strict, leading to inconsistent implementation methods among localities. It even creates loopholes for profiteering and unfair competition. Some National Assembly delegates expressed concern about group interests or "backdoor" situations in the process of selecting textbooks...

Faced with the shortcomings after 3 years of choosing textbooks according to Circular 25, the Ministry of Education and Training had to develop and issue a new circular on textbook selection regulations, in which the most notable new point is that the right to choose textbooks is returned to schools instead of the provincial People's Committee as in Circular 25.
