Regarding the progress of the Ka Pet reservoir project (Ham Thuan Nam), Mr. Nguyen Ngoc Dong - Deputy Director of the Provincial Agricultural and Rural Development Project Management Board (Provincial Agricultural Project Management Board) said that the Board is currently focusing on completing the Environmental Impact Assessment Report and the project feasibility study report.
In addition, the design consultant has coordinated with the appraisal consultant to unify the coordinate boundaries of the entire project. The Department of Agriculture and Rural Development is reviewing to organize replacement forest planting according to the direction of the Provincial People's Committee.
In addition, the People's Committee of Ham Thuan Nam district has completed the preparation of a preliminary plan for compensation and resettlement support for the project with an area of 32.2 hectares of land recovered from 25 households. Up to now, households whose land was recovered under the Ka Pet reservoir project have agreed on the State's compensation plan. The Ham Thuan Nam District Land Fund Development Center has coordinated with the Provincial Agricultural Project Management Board and the People's Committee of My Thanh commune to complete the measurement and inventory of assets and structures in the Lang Cau area and agreed to propose the selection of the Lang Cau relocation location.
At a recent meeting to hear a progress report on the implementation of the Ka Pet reservoir project in Ham Thuan Nam district chaired by Vice Chairman of the Provincial People's Committee Nguyen Hong Hai, the leaders of the Provincial People's Committee emphasized that in order to speed up the implementation of this project, they requested relevant departments, branches, localities and units to further enhance their sense of responsibility in performing the tasks assigned by the Provincial People's Committee.
Regarding the project's environmental impact assessment report, the Vice Chairman of the Provincial People's Committee requested departments, branches and localities to send their comments to the Provincial Agricultural Project Management Board for supplementation, completion and submission to the Ministry of Natural Resources and Environment according to regulations. At the same time, departments, branches and localities have comments related to the project's feasibility study report to the Provincial Agricultural Project Management Board for supplementation, completion and submission to the Ministry of Agriculture and Rural Development in July 2024.
Previously, regarding the review and statistics of issues related to compensation and site clearance (GPMB) for the Ka Pet reservoir project, the Provincial Agricultural Project Management Board sent a document requesting the People's Committee of Ham Thuan Nam district to review, inspect, review, and count the contents related to the entire project. Requesting the People's Committee of Ham Thuan Nam district to unify the number of graves that need to be relocated (including how many graves follow the custom of abandoning graves), determine the owners of the graves, the relocation plan, the burial location after relocation... organize consultations with the owners of the graves and have confirmation from the locality.
At the same time, review the location, plan, and measures for relocating Dinh Cau. On the other hand, continue to carefully and accurately review the scope of land acquisition and the impact of the project. Accurately determine the subjects, quantity, value of land, assets, and compensation and resettlement support policies. Compensation and support plan for ethnic minority households who lose their cultivated land, ensuring the benefits of forest protection contract policies for ethnic minority households in the locality. The Provincial Agricultural Project Management Board also requested the People's Committee of Ham Thuan Nam district to give opinions on the compensation plan, resettlement support, and resettlement plan for 5 households with production land in the reservoir. It is known that the Ka Pet reservoir project has a scale including a regulating reservoir with a total capacity of 51.21 million m3, a canal system and other auxiliary works. The total investment of the project is 874.089 billion VND. Of which, the central budget is 519.927 billion VND and the local budget is 354.162 billion VND. The project implementation period is from 2019 to 2025. The project's goal is to provide irrigation water for about 7,762 hectares of agricultural land in Ham Thuan Nam district; provide raw water for Ham Kiem II industrial park of 2.63 million m3 /year; create a raw water source for the daily life of about 120,000 people in Ham Thuan Nam district and Phan Thiet city; prevent and control floods and improve the environment, regulate water for the downstream area of Ham Thuan Nam district and Binh Thuan province. At the same time, increasing the flow in the dry season contributes to improving the ecological environment of the downstream area, the section passing through Phan Thiet City, contributing to the development of tourism and services of the province.
According to the Provincial Agricultural Project Management Board, the capital allocated from the beginning of the project to date is 11,249 billion VND. The capital plan for 2024 has been allocated 1 billion VND, of which 63.5 million VND has been disbursed, reaching 6.35%. The capital disbursement plan from the beginning of the project to date is 5,515 billion VND/11,249 billion VND, reaching 49% of the capital plan.
