Innovation in thinking, clarifying the mechanisms of 'prevention' and 'control'
Deputy Prime Minister Tran Hong Ha requested the drafting agency to further clarify the purpose, practical requirements and urgency of the Decree, especially the scope and subjects of application. The Deputy Prime Minister pointed out the current context, when the epidemic situation, especially in the field of aquaculture, is still very complicated. At the same time, epidemic prevention work has revealed limitations such as lack of initiative, unclear division of responsibilities, decentralization of management, and assignment of tasks.
"This Decree needs to demonstrate innovation in thinking, methods, approaches, support mechanisms, and investment in disease prevention and control compared to before," the Deputy Prime Minister raised the issue and emphasized: "If prevention is not good, fighting will be more difficult. The policy mechanism for how to prevent and fight must be very clear."
According to the Deputy Prime Minister, it is necessary to approach disease prevention and control and support to overcome damage in livestock farming in a similar way to natural disaster prevention and control. This is a regular task, requiring high initiative, strong decentralization, specific task assignment, along with capacity building. Support policies need to be timely, focusing on the right subjects and key areas.
"We must determine that 'prevention is key', prevention will determine the effectiveness of the epidemic prevention work," the Deputy Prime Minister affirmed.
Increase support level, focus on response when epidemic occurs
The draft Decree consists of 3 chapters and 15 articles with the scope of regulation being support for production facilities with animals and animal products forced to be destroyed due to epidemics; and people participating in the prevention and control of animal epidemics.
The main content of the Decree is to regulate the level of support for the destruction of animals and animal products in epidemic areas and outbreaks with test results; livestock breeders; and people directly participating in epidemic prevention (including those who receive and do not receive state salaries).
Support content and support conditions inherit previous regulations, but eliminate content that is considered difficult to implement in practice.
The level of support for livestock and aquaculture losses is expected to increase by 1.5-2 times compared to before, based on a survey of current actual livestock and aquaculture costs, taking into account price inflation, the payment capacity of the State budget, and according to the principle that "the State only provides partial support, without compensation for losses".
The level of support for those participating in the fight against the epidemic for those who do not receive a salary is basically built in accordance with the average wage level for ordinary workers and the toxicity and danger of the work, especially the risk of infection with dangerous infectious diseases, such as avian influenza, rabies, anthrax, etc.
Minister of Agriculture and Environment Do Duc Duy said that disease prevention and control in livestock farming is a routine activity starting from activities, livestock farming processes, breeds, standards, barn size, vaccination... and has received funding support from the Central and local levels, which has been adjusted in many different documents. Therefore, the Decree focuses on regulating the response process when an epidemic occurs (zoning, destruction, herd restoration...): Support for livestock farmers affected by epidemics, for those participating in disease prevention and control.
In addition, the Decree has integrated disease prevention policies (support for early destruction, support for forces participating in disease prevention activities); support for post-epidemic recovery to help farmers restore production.

Clear process, 'right person, right job' in epidemic prevention
Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Agriculture and Environment to comprehensively review the draft Decree, ensuring that the name, scope and subjects of regulation are consistent with the core content of disease prevention and damage recovery support.

In particular, it is necessary to clarify the process of implementing epidemic prevention activities at small-scale livestock farms, concentrated livestock farms, and industrial-scale livestock farms. Accordingly, concentrated livestock farms on an industrial scale must have a well-trained epidemic prevention force, "the right person, the right job". When an epidemic occurs at small-scale livestock farms, local specialized agencies (veterinary, environmental, preventive medicine) are responsible for advising, mobilizing, and coordinating epidemic prevention forces.
"We need to develop clear processes and procedures so that in urgent situations, livestock facilities, especially concentrated facilities, can respond promptly," the Deputy Prime Minister requested.
The Deputy Prime Minister requested the Ministry of Agriculture and Environment to continue studying regulations on insurance in livestock farming, especially for businesses, large-scale livestock farms, and production chains, to avoid the situation of "enjoying profits, and leaving the State to take care of epidemics".
