Biometric authentication in document control when traveling by plane
The Ministry of Transport issued Circular 42/2023 amending and supplementing a number of contents on personal documents when traveling by plane, effective from February 15.
According to Circular 42, airlines are only allowed to accept and board passengers when they have a boarding pass and personal identification documents (or electronic personal identification information with legal value equivalent to personal identification documents) as prescribed.
In addition, checked and compared to ensure the passenger's identity documents (or electronic identity information with legal value equivalent to the passenger's identity documents or biometric authentication data) and flight match; the passenger and baggage have been checked for aviation security.
Passengers with checked baggage must appear at the airline check-in counter to complete the procedures. The check-in staff must check and compare the passenger with the boarding pass or ticket and identification documents (or the passenger's biometric authentication data or electronic identification information with legal value equivalent to identification documents), and interview the passenger about the baggage.
According to the Civil Aviation Authority of Vietnam, to carry out the steps to authenticate passengers on the entire flight, passengers need to have a chip-embedded citizen identification card (CCCD), PNR booking code and agree to share personal data and facial recognition information.
Details of new road toll rates
The new road toll rates will apply from February 1 according to Decree 90/2023 of the Government.
The fee applied to cars (except for police and defense vehicles) is divided into 8 groups according to the vehicle's load and seats, from 130,000 VND per month to 1,430,000 VND per month.

New regulations on provincial and district inspectors
The Government Inspectorate issued Circular No. 02 guiding the functions, tasks, powers and organization of provincial, municipal, district, town and city inspectorates (effective from February 10).
The Provincial Chief Inspector is appointed, dismissed, removed, transferred, rotated, or seconded by the Chairman of the Provincial People's Committee after consulting the Government Inspector General.
In the absence of the Provincial Inspector, a Deputy Provincial Inspector is authorized to direct the activities of the Provincial Inspectorate.
The Provincial Inspectorate has an office and specialized and professional departments to ensure the implementation of functions and tasks of inspection, citizen reception, complaint and denunciation settlement, corruption and negativity prevention and control, and post-inspection supervision, appraisal and handling.
The District Chief Inspector is appointed, dismissed, removed, transferred, rotated, or seconded by the Chairman of the District People's Committee after consulting with the Provincial Chief Inspector.
Not classified on secondary school diploma
The Ministry of Education and Training issued Circular 31/2023 on regulations for considering junior high school graduation, effective from February 15.
Circular 31 no longer stipulates graduation classification, while Decision 11/2006 of the Ministry of Education and Training currently stipulates that the graduation results of students at educational institutions are classified into 3 categories: excellent, good, average based on conduct classification and academic classification. If the student is not classified in conduct, only the results of the academic classification are based on.
Secondary school students who miss more than 45 classes are still allowed to graduate. Previously, students were not allowed to miss more than 45 classes in the 9th grade (one or multiple absences combined).
Students are recognized as graduates if they meet the following conditions: Not older than 21 years old (calculated by year) for students who have completed the general education program at the junior high school level; from 15 years old (calculated by year) for students who have completed the continuing education program at the junior high school level. In case students return home from abroad, skip grades, or study at an age higher than the prescribed age, the regulations on age by grade level of the Ministry of Education and Training shall apply.
In addition, it is necessary to have complete documents for graduation recognition consideration (transcripts...); have completed the general education program at secondary level or the continuing education program at secondary level.
