Overcoming the situation of "owing" support money for pedagogical students
From April 20, Decree 60 amending and supplementing a number of articles of Decree No. 116 (2020) of the Government regulating policies to support tuition fees and living expenses for pedagogical students will take effect.
To overcome the situation where student teachers do not receive or are late in receiving support policies, Decree 60 adjusts the method of financial support for student teachers. Specifically, the state supports student teachers by assigning budget estimates according to budget decentralization. In cases where localities need teacher resources that need to be assigned or ordered, the task of teacher training will be assigned to affiliated training institutions or placed with teacher training institutions.

A notable point in this decree is the revised and supplemented recovery of support funds for pedagogical students. Accordingly, every year, based on the training and learning results of pedagogical students, teacher training institutions shall notify the list of students who are entitled to the policy and are in the training period but have transferred to another training major, voluntarily dropped out of school, failed to complete the training program or were disciplined to drop out of school to the People's Committee of the province where the student resides or the agency that assigns the task or places the order to notify the recovery of the funds that have been supported for pedagogical students.
Within 30 days from the date of receipt of the notice from the competent authority, students who are eligible for reimbursement must contact the agency that issued the notice of recovery of the reimbursement to complete the procedures for reimbursement of the support funds.
The maximum period for performing the obligation to reimburse the support fund is 4 years from the date of receipt of the notice of reimbursement.
Students must reimburse the cost (not working in the education sector after 2 years from the date of the graduation recognition decision; working in the education sector but not having enough working time as prescribed; being in training but transferring to another training sector, voluntarily dropping out of school, not completing the training program or being disciplined to drop out of school), if they are subject to confirmation by the competent authority that their working capacity has decreased by 61% or more or have passed away, the reimbursed cost will be erased; if they are subject to the policy of exempting or reducing tuition fees according to the Government's regulations, the reimbursement of tuition support costs will be exempted or reduced accordingly.
Based on the specific conditions of the pedagogical students, the People's Committee of the province where the student is a permanent resident decides to exempt, reduce or eliminate the reimbursement for pedagogical students who are policy beneficiaries.
Each teacher does not hold more than 2 positions.
The Ministry of Education and Training also issued Circular No. 05 regulating the working regime for general education and university preparatory teachers, effective from April 22.
Accordingly, the circular stipulates that the actual teaching time of secondary and high school teachers is 35 weeks instead of 37 weeks for teaching and educational activities as previously regulated. At the same time, 2 reserve weeks are added for teachers to complete educational content in the general education program.
Meanwhile, the working time in the school year of teachers at preparatory schools is 42 weeks. Of which, the number of weeks for teaching and organizing educational activities according to the school year plan is 28 weeks, the number of weeks for studying, improving qualifications, developing documents, scientific research and some other activities according to the school year plan is 12 weeks; the number of weeks for preparing for the new school year and summarizing the school year is 2 weeks.
Circular 05 also clearly states that each teacher cannot hold more than 2 concurrent positions (including concurrent professional work, Party work, mass organizations, other organizations and some other job positions).
