What's new in Quang Ninh's special policy to encourage sustainable forestry development?

At the 19th Session, the 14th Quang Ninh Provincial People's Council for the 2021-2026 term passed 25 resolutions within its authority with high consensus and unanimity from the Provincial People's Council delegates. Among them are many important and necessary contents, not only ensuring the stability and innovation of the province's development in 2024, but also for the entire 2021-2025 period under the authority of the Provincial People's Council.

Accordingly, the People's Council of Quang Ninh province has passed a resolution on socio-economic development tasks in the last 6 months of 2024; approved the investment policy for a number of public investment projects using provincial budget capital; projected public investment plan for 2025; approved the policy of rearranging administrative units at district and commune levels in Quang Ninh province for the period 2023 - 2025; regulations on awarding the title "Outstanding Quang Ninh Citizen"; the task of the General Planning for the construction of Bac Phong Sinh Border Gate Economic Zone in Quang Ninh province until 2045; promulgated regulations on protecting state secrets of the People's Council of Quang Ninh province...

Notably, the 14th Quang Ninh Provincial People's Council for the 2021-2026 term passed a Resolution stipulating a number of specific policies to encourage sustainable forestry development in Quang Ninh province.

Previously, the 13th term People's Council of Quang Ninh province passed Resolution No. 337/2021/NQ-HDND dated April 23, 2021 on stipulating a number of specific policies to encourage sustainable forestry development in the province. Resolution No. 337 has actively contributed to the results of developing large timber forests and native trees, improving the quality of planted forests in the province. In the period of 2021-2023, the whole province has planted 4,170 hectares of large timber forests and native trees; the forest cover rate reached 55%.

However, in the process of implementing Resolution 337, there are still some shortcomings such as: There is no mechanism to support households and individuals to develop the economy under the forest canopy while waiting for harvest; cinnamon trees still occupy a large area, over 92% of the total area implementing the policy to support the development of large timber forests, species of lim, giổi, lát... account for a low proportion, not commensurate with the potential of the locality; management and monitoring of tree quality are still limited; the support subjects have not been expanded, only stopping at households and forest owners...

Compared with Resolution No. 337/2021/NQ-HDND, the Resolution stipulating a number of specific policies to encourage sustainable forestry development in Quang Ninh province , recently approved by the 14th term Quang Ninh Provincial People's Council, has a number of new points.

Specifically, expanding the scope of application from 3 localities (Ha Long, Ba Che, Cam Pha) to apply to the whole province; expanding the beneficiaries of the policy, from only supporting households and individuals to supporting organizations, enterprises, cooperatives, household groups, households and individuals.

Increase the level of support for planting large timber forests, from only supporting the cost of buying seedlings at 15 million VND/ha to supporting the cost of buying seedlings and care at 20 million VND/ha; at the same time, increase the level of support for loans from the Bank for Social Policies from 20 million VND/ha to 30 million VND/ha.

Supplementing policies to support economic development under forest canopy, including: Support for households and individuals who have participated in the policy of planting large timber forests at the rate of 10 million VND/ha of large timber forest area to plant non-timber forest products, raise livestock and poultry.

The Resolution, which replaces Resolution No. 337/2021/NQ-HDND, will provide a solution for households and individuals who are short-term earners during the period when they have no income from their main crops. The Resolution will be applied until December 31, 2026.

Resolutions passed at the 19th Session of the 14th Quang Ninh Provincial People's Council, term 2021-2026:

(1) Resolution on socio-economic development tasks for the last 6 months of 2024.

(2) Resolution on approving investment policies for a number of public investment projects using Quang Ninh province's budget capital.

(3) Resolution on adjusting and supplementing the medium-term public investment plan for the 2021-2025 period using provincial budget capital.

(4) Resolution on the proposed public investment plan of Quang Ninh province in 2025.

(5) Resolution on approving additional public preschool and general education staff in Quang Ninh province in 2024.

(6) Resolution on deciding the number of labor contracts in public preschool and general education institutions with regular expenditure guaranteed by the State in Quang Ninh province in 2024.

(7) The Resolution stipulates the establishment criteria, quantity criteria; support levels, compensation, and other expenses to ensure operating conditions for the Security and Order Protection Team in Quang Ninh province.

(8) Resolution on supplementing, adjusting, and allocating the provincial budget estimate for 2024 and some contents in the field of finance and budget.

(9) Resolution approving the policy of rearranging administrative units at district and commune levels in Quang Ninh province for the period 2023 - 2025.

(10) Resolution regulating the awarding of the title "Outstanding Quang Ninh Citizen".

(11) Resolution on approving the list of projects, works on land recovery, land use purpose conversion and deciding on the policy of converting forest use to other purposes in the province, phase 2, 2024; adjusting and supplementing the project area, land recovery area, land use purpose conversion, forest use purpose conversion to other purposes for a number of projects and works approved by the Provincial People's Council.

(12) Resolution on canceling the list of projects and works that have changed land use purposes and recovered land that have been approved by the Provincial People's Council but have not had a decision to recover land for more than 3 years and have not been allowed to change land use purposes.

(13) Resolution stipulating a number of specific policies to encourage sustainable forestry development in Quang Ninh province.

(14) Resolution amending and supplementing a number of contents stipulated in Article 1 of Resolution No. 310/2020/NQ-HDND dated December 9, 2020 of the Provincial People's Council on promulgating policies to support vocational training in the list of encouraged training occupations and support tuition fees for cultural studies for junior high school graduates to continue studying at intermediate and college levels in the province, period 2021-2025.

(15) Resolution regulating the level of budget estimates and expenditure levels of state budget for implementing science and technology tasks in Quang Ninh province.

(16) Resolution approving the task of the Master Plan for the construction of Bac Phong Sinh Border Gate Economic Zone, Quang Ninh province until 2045.

(17) Resolution on the Provincial People's Council's Supervision Program in 2025.

(18) Resolution on the results of monitoring the implementation of Resolution No. 190/NQ-HDND dated December 8, 2023 of the Provincial People's Council and the results of handling voters' petitions sent to the 16th Session of the 14th Provincial People's Council.

(19) Resolution on questioning and answering questions at the 19th Session of the Provincial People's Council.

(20) Resolution on establishing a delegation to supervise the implementation of Resolutions of the Provincial People's Council on the medium-term public investment plan for the period 2021-2025.
