Speed up progress of national target programs
On the afternoon of January 8, continuing the 29th session of the National Assembly Standing Committee (NASC), Deputy Minister of Planning and Investment Tran Quoc Phuong presented the Draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, and speed up the implementation of national target programs.
According to Mr. Phuong, in Resolution No. 108 of the National Assembly on thematic supervision "Implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".
In particular, the Government was assigned to develop and submit to the National Assembly a draft Resolution of the National Assembly on piloting the implementation of a number of specific mechanisms to remove difficulties and obstacles, and speed up the implementation of national target programs.

Through the assessment of the implementation results of the 2021 - 2023 period, one of the reasons leading to the low disbursement results of career capital of national target programs is due to the mechanism of assigning regular expenditures from the central budget to localities in detail to component projects and expenditure areas, but there is no mechanism for localities to make adjustments and estimate plans (especially extended capital adjustments).
To resolve these difficulties and obstacles for localities, the Government proposed that the National Assembly pass a special mechanism not yet stipulated in the State Budget Law to create favorable conditions for localities to speed up the implementation and disbursement of capital for national target programs.
However, according to the Deputy Minister of Planning and Investment, the Government and ministries and branches have not yet received any proposals or recommendations from localities regarding the implementation of the State Audit's audit conclusions.
Therefore, there is not enough basis to synthesize and propose specific mechanisms and pilot the handling of issues related to the implementation of the State Audit's audit conclusions right in the Dossier submitted to the National Assembly at the January 2024 Session.
According to Mr. Phuong, through the review, the content of the State Audit's conclusion on financial handling of each national target program focuses on handling expenditures that have been spent on the wrong subjects, or on the wrong content of each program approved by competent authorities; expenditures with unclear tasks, or not related to tasks; expenditures that have not been implemented, have had their budgets canceled, and need to be returned to the central budget according to regulations;
Value added tax payments have been reduced according to Resolution No. 43 of the National Assembly; local budget expenditures.
Therefore, the Government has no basis to propose a specific mechanism, different from current legal provisions, to handle recommendations of the State Audit.
Mr. Phuong said that in order to have a sufficient basis to develop and propose feasible solutions, ensuring discipline in the management and use of the State budget, the Government proposed not to report to the National Assembly for consideration of a pilot mechanism for handling recommendations from localities related to the implementation of the State Audit's audit conclusions at the January 2024 Session.
After synthesizing proposals and recommendations from localities, the Government will report to the National Assembly on the implementation of the State Audit's audit conclusions on the three national target programs and propose solutions, mechanisms and policies to handle problems in implementing the State Audit's audit conclusions (if any) at the nearest National Assembly session.
The Government submitted to the National Assembly for consideration and approval a Resolution of the National Assembly on a number of specific mechanisms and policies to remove difficulties and obstacles and speed up the implementation of national target programs.
Removing difficulties and obstacles
In the review report, Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie K'dam said that regarding the specific mechanisms and policies in implementing national target programs stipulated in Article 4, Clause 1 of this Article, the National Assembly basically agrees with the Government's proposal at points a, b and c, but suggests that the Government needs to clarify the determination of ensuring total resources as an important basis for localities to have a basis for implementation.
Chairman of the National Assembly's Council of Ethnic Minorities Y Thanh Ha Nie K'dam presented the inspection report.
The Chairman of the National Assembly's Ethnic Council proposed that the Government supplement and clarify: "Based on the actual situation of localities, it is allowed to adjust and reallocate the budget and capital plan from 2021, 2022, 2023 to 2024, without necessarily basing on the previously approved plan and project list."
To avoid arbitrary reallocation in localities, it is necessary to supplement regulations on the principle of a certain allocation ratio for infrastructure investment, production development activities and other social security (for example, a ratio of 50%/50%). This regulation will control and ensure that the national target program follows the principles and is fair among localities.
Regarding the explanation of the contents related to the audit conclusions, Mr. Y Thanh Ha Nie K'dam said that this is the content in Resolution No. 108, the National Assembly assigned the Government to propose a pilot mechanism to handle a number of local recommendations related to the implementation of the audit conclusions of the State Audit...
In this Report, the Government reported that it has not received any proposals from localities, so there is no basis to synthesize and propose a specific mechanism on this content.
The Ethnic Council agrees with some opinions participating in the review and proposals of the Government, it is necessary to continue reviewing and being cautious when there is not enough basis, then not proposing a mechanism to handle this content .
