The Government has just issued Decree 135 on encouraging the development of self-produced and self-consumed rooftop solar power with the regulation that unused electricity can be sold to the national power system, up to 20% of the actual installed capacity.
Notably, rooftop solar power projects that are not connected to the national grid can be developed without capacity limits and are exempt from electricity operating licenses. Systems with anti-backflow devices or installed in households and individual houses under 100kW are also exempted from this.
Using solar power, manufacturing enterprises increase export opportunities
Talking to Tuoi Tre Online , Mr. Pham Van Viet, Vice President of the Ho Chi Minh City Textile and Garment - Embroidery Association, said that not only the textile industry but also other industries from footwear, wood, manufacturing... all want to install solar panels on factory roofs to both reduce electricity bills and achieve green certifications in exports.
According to Mr. Viet, businesses have been waiting for the solar power policy for nearly 4 years, so when there is a legal corridor, businesses will rush to install it, reducing the pressure on peak season power sources for EVN, while bringing great benefits when the number of years to recover capital is now reduced to only 3 years.
Mr. Dao Xuan Duc, Chairman of the Ho Chi Minh City Industrial Park Enterprises Association, said that many enterprises in industrial parks have a need to install solar panels on their roofs to both reduce electricity bills and achieve green certifications, reduce carbon emissions, etc.
Therefore, having a mechanism for installation will help businesses green their production processes, increase competitiveness and especially reduce the pressure on increasing electricity bills.
Need detailed instructions to help businesses easily install solar power
According to Mr. Pham Dang An - Deputy General Director of Vu Phong Energy Group, the notable point of the new regulation is to promote the development of self-produced and self-consumed rooftop solar power through exemption from electricity operation license and unlimited installed capacity when not connected to the national grid; installing anti-backflow devices into the national grid.
Applying tax incentives and simplifying administrative procedures are factors that help businesses and households easily deploy solar power systems.
This not only saves energy costs, but is also a strategic step forward in the green transition, towards the goal of net zero emissions and 100% renewable energy use.
In addition, encouraging the development of battery storage systems (BESS) is an important factor, helping to optimize the performance of renewable energy systems, reducing pressure on the national power system.
Mr. Truong Cong Vu - General Director of Global Energy - said that besides the legal corridor, what investors and solar energy developers are most interested in is detailed guidance on legal regulations related to fire prevention and fighting, structural and environmental inspection, and inspection of equipment connecting to the national grid.
“To avoid repeating previous unclear regulations that have led to a series of rooftop solar power projects that have not yet been paid for electricity sold to the grid even though the contract has been signed with the electricity company within the prescribed time, there needs to be detailed instructions for each item, helping businesses and investors to be more convenient during the installation process,” said Mr. Vu.
