Quang Nam provincial authorities proactively ensure safety for people in landslide areas

Voters' recommendation: Currently, the potential risk of landslides in mountainous districts of Quang Nam province is at a high level of alarm. According to the province's natural disaster prevention project, the whole province has up to 93 high-risk landslide locations, mainly concentrated in mountainous areas. The provincial People's Committee is requested to direct specialized agencies to compile additional statistics on landslide-prone locations and proactively develop plans and select resettlement sites to relocate households in these areas.

Regarding this issue, the Provincial People's Committee said that it had issued Official Dispatch No. 01 dated July 26, 2024 on proactively responding to floods and landslides in the coming time. In the face of increasingly severe natural disasters, on October 4, 2024, the Provincial People's Committee also issued Official Dispatch No. 7558 on continuing to review and strengthen the organization of natural disaster prevention and control.

Accordingly, the Provincial People's Committee requests heads of relevant departments, branches, agencies, units, and chairmen of district-level People's Committees, according to their assigned state management functions and management areas, to proactively lead and direct the continued review and full implementation of contents and tasks according to the direction of the Provincial People's Committee and the Chairman of the Provincial People's Committee in issued documents.

Chairmen of People's Committees of mountainous districts focus on reviewing, identifying, and counting dangerous areas to provide warnings; proactively and promptly plan to evacuate people, vehicles, and assets from dangerous areas. For places where there are no conditions for immediate evacuation, there must be proactive evacuation plans in case of natural disasters to ensure the safety of people's lives.

In addition to the current status of landslides under the project "Investigation, assessment and zoning of landslide risk warning in mountainous areas of Vietnam" - Quang Nam province area transferred by the Institute of Geosciences and Mineral Resources of the Ministry of Natural Resources and Environment, the Provincial People's Committee has directed the implementation of the scientific and technological task "Some solutions for forecasting, early warning and preventing landslides to serve the resettlement of residents in 3 districts of Nam Tra My, Bac Tra My, Phuoc Son, Quang Nam province". This task has been accepted and temporarily transferred in Decision No. 2145, dated October 9, 2023, the Department of Agriculture and Rural Development has transferred it to relevant localities and units in Official Dispatch No. 3043 dated November 10, 2023.

The landslide locations in Nam Tra My district include: Tak Chay village (village 5, Tra Cang), Lang Luong village (village 1, Tra Tap), the district administrative center in village 1, Tra Mai commune and residential areas, schools in Tak Pong village, village 1, Tra Linh commune; Tay Giang district: H'juh village, Ch'Om commune; Nam Giang district: village 56B, Dac Pre commune... located in areas with landslide risk warnings according to the above topics and tasks.

However, the current risk of landslides for people in mountainous, riverside and coastal areas is very high, while the conditions for residential arrangement are still very difficult. Therefore, it is recommended that the People's Committees of districts review the above topics and tasks, direct departments and commune People's Committees to review and develop plans to arrange and stabilize residents for affected households according to Resolution No. 23, dated July 22, 2021 of the Provincial People's Council on regulations on mechanisms and policies to support the arrangement and stabilization of residents in mountainous areas of Quang Nam, period 2021 - 2025.
