Government, businesses and people need to join hands to develop smart cities

According to Mr. Ho Duc Thang, Deputy Director of the National Digital Transformation Agency, the biggest problem today is data fragmentation and lack of connectivity, so the construction of smart cities faces many challenges. “We have deployed smart cities in 60 localities, but success is still very limited. Many projects have difficulty integrating data between sectors, leading to ineffective management and operation,” he shared. In addition, the lack of high-quality human resources and unsynchronized technology infrastructure are also major barriers.

The role of government in creating an enabling environment is indispensable. Governments must not only set strategic directions but also build synchronous legal mechanisms and promote pilot projects of new technologies.

“The government needs to shift from a leading role to a creative one, through perfecting legal institutions and promoting controlled pilot mechanisms,” Mr. Ho Duc Thang emphasized. Localities such as Da Nang, Thua Thien Hue and Binh Duong have achieved success thanks to the government’s determination in orienting and implementing specific projects.

In Da Nang, six pillars of smart urban development have been identified, including Smart Economy, Smart Tourism, Smart Agriculture, Smart Transportation, Smart Governance and Smart Environment. “All these efforts are aimed at improving the quality of life for people,” said Mr. Tran Ngoc Thach, Deputy Director of the Da Nang Department of Information and Communications. These initiatives are supported by advanced technologies, from IoT to AI, to improve administrative management and provide smart public services such as environmental monitoring, smart lighting and waste management.

Enterprises play a pioneering role in deploying technological solutions and building core infrastructure. Mr. Ho Duc Thang said: “Each enterprise needs to take on a pioneering role in researching and investing in a specific field or task.”

A typical example is Binh Duong, where Becamex has partnered with the government to build an innovation zone. This approach has not only helped Binh Duong become one of the world’s leading smart communities, but also created an effective public-private partnership model between businesses and the government.

In Da Nang, domestic enterprises have successfully developed environmental monitoring systems and smart cameras at much lower costs than foreign products. These solutions not only save budget but also demonstrate the Vietnamese people's ability to master technology. Similarly, the Hue-S system in Thua Thien Hue has put people at the center. "People's on-site feedback is considered direct instruction from provincial leaders, ensuring quick handling. This has created strong trust from people, with more than 90% of feedback satisfied," Mr. Ho Duc Thang emphasized.

Citizens are not only the beneficiaries of smart cities, but also play a decisive role in the success of technological solutions. Citizen participation in projects like Hue-S not only provides valuable data but also helps to tailor policies and services to better suit real-world needs.

Lessons from countries like China, South Korea, and Singapore show that synergy is key. China, for example, has given leading companies like Baidu, Alibaba, and Tencent the role of developing specific sectors. “Large companies build platforms, and small and medium-sized enterprises develop applications on top of those platforms. This is how to create synergy and healthy competition,” said Ho Duc Thang.

Building smart cities is not just the responsibility of the government, businesses or citizens, but the joint efforts of all three parties. With effective coordination, not only large cities but also smaller provinces and cities can take advantage of technology to improve the quality of life, promote economic development and build sustainable cities of the future.
