On May 30, Mr. Pham Xuan Tuy, Vice Chairman of the People's Committee of Pham Ngu Lao Ward, said that the ward will continue to strengthen measures to inspect and handle the operation methods of restaurants and bars with dancers performing pornographic art. At the same time, develop a plan to coordinate with the District 1 Cultural - Social Interdisciplinary Inspection Team to inspect, remind, and punish business locations with indecent performing art models (dancing) and dress, and regulate noise at business establishments.
Previously, on March 13, 2023, the People's Committee of Pham Ngu Lao Ward had a meeting with business households on Bui Vien walking street to remind them to implement Notice No. 53/TBUBND dated March 3, 2023 on requesting business establishments, especially on Bui Vien walking street, performing arts activities to strictly comply with Decree No. 144/2020/ND-CP dated December 14, 2020 of the Government and must strictly comply with the committed content during performances, dancers must not dress indecently and regulate noise at the time of business.
According to Mr. Tuy, from June 2022 to now, the Ward's Interdisciplinary Cultural and Social Inspection Team has inspected 168 times, proposing to issue decisions on administrative sanctions for violations in the cultural and social fields with a total amount of 682 million VND. Of which, the district issued 7 decisions on administrative sanctions with a total amount of more than 179.7 million VND.
Violations: not notifying the competent state agency as prescribed to organize art performances at tourism, entertainment, and recreation service establishments, restaurants that do not sell tickets to art performances (discovering that the establishment had 2 female dancers dancing).

At the same time, the inspection made a record of administrative violations and sent it to the People's Committee of District 1 to issue a decision to fine 4 business establishments with a total fine of more than 202.7 million VND, for the violation of trading in restricted chemicals and trading in the industrial sector without a license. In addition, 193 blue metal cylinders suspected to contain laughing gas are being temporarily detained in the basement of the ward People's Committee headquarters.
Pham Ngu Lao Ward People's Committee also said that in a survey on the night economy on Bui Vien Street, when discussing the content "Is the way dancers dress and dance offensive?", tourists coming here shared: "Dressing beautifully or not, sexy or offensive, depends on the eyes of the beholder; some people will find it beautiful and some will find it offensive; the line between sexy and offensive is sometimes just a personal opinion."
