On the afternoon of August 28, Deputy Prime Minister Tran Hong Ha chaired an online conference of the Government to give opinions on the Draft Decree amending and supplementing a number of articles of Decree No. 15/2021/ND-CP dated March 3, 2021 of the Government detailing a number of contents on the management of construction investment projects. Attending the conference at the Thai Binh bridge point were comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches and localities.

The Draft Decree amending and supplementing a number of articles of Decree No. 15/2021/ND-CP dated March 3, 2021 of the Government consists of 7 chapters, 123 articles and 11 appendices. In addition to inheriting the contents of the previous Decree No. 15, this Decree overcomes shortcomings as well as amends and supplements a number of contents related to terminology to resolve difficulties when applying legal provisions; strengthens decentralization, delegation of authority and simplification of administrative procedures in construction investment; reviews to amend and supplement regulations on appraisal records, appraisal contents of construction investment feasibility study reports to synchronize the legal system...

At the conference, ministries, branches and localities also gave specific opinions on amending and supplementing regulations in each chapter and article stated in the draft Decree.

Concluding the conference, Deputy Prime Minister Tran Hong Ha acknowledged the efforts of ministries, branches and localities in developing and contributing ideas to perfect the draft Decrees.

The Deputy Prime Minister emphasized: Amending and supplementing contents related to the management of construction investment projects is an important task in implementing projects; therefore, he requested the drafting agency to clarify that the issuance of a replacement decree will overcome the existing and urgent points of Decree No. 15; in which, emphasizing the contents related to decentralization and delegation of authority in the organization of implementation as well as many regulations that are no longer suitable to the requirements of current practice.

He requested the Ministry of Construction to fully absorb the opinions of delegates to edit, supplement and perfect the draft Decrees, ensuring compliance with legal regulations and overcoming obstacles, difficulties and limitations in the implementation process.
