At the question-and-answer session of the 5th session of the 15th National Assembly, as assigned by the Prime Minister, on behalf of the Government, Deputy Prime Minister Le Minh Khai presented a report updating the socio-economic situation in May 2023 and received and explained a number of issues of interest and questions to National Assembly deputies, compatriots and voters.

Reporting on social security, labor and employment, Deputy Prime Minister Le Minh Khai emphasized: Ensuring social security, creating jobs and improving people's lives are of special concern to our Party and State.

In recent times, many mechanisms and policies have been issued and effectively implemented, achieving important achievements, highly appreciated by the people of the whole country and the international community.

However, recently, the situation of workers losing their jobs and having their working hours reduced has occurred locally in some localities and in some industries.

In the first 5 months of the year alone, 510,000 workers were affected, of which 279,000 were laid off or lost their jobs. In addition, late payment, evasion of payment and one-time withdrawal of social insurance have also increased...

Focus on promoting production and business, creating jobs, implementing the salary reform roadmap, adjusting regional minimum wages

To overcome the above problems, Deputy Prime Minister Le Minh Khai said that in the coming time, the Government will focus on directing the synchronous implementation of solutions to remove difficulties and obstacles, overcome disruptions in supply chains, promote production and business, and ensure the maintenance and creation of more jobs for workers.

Effectively implement Resolution No. 06/NQ-CP dated January 10, 2023 of the Government on labor market development. Closely monitor the situation of workers who have lost their jobs, quit their jobs, or have reduced working hours... to have appropriate support plans.

Promote training and retraining, focus on job creation policies, and promptly meet labor market demands.

Implement the salary reform roadmap; develop a plan to adjust appropriate regional minimum wages.

At the same time, the Government continues to review, perfect and effectively implement social security policies, support workers in difficulty; report to competent authorities on new support mechanisms and policies when necessary.

Focus on protecting the rights of workers in the informal sector; encourage and support workers to sign labor contracts and participate in social insurance.

Effectively monitor industries and informal labor hiring units in ensuring occupational safety and minimum working conditions.

Urgently research and complete the draft Law on Social Insurance (amended) to submit to the National Assembly at the upcoming 6th Session, ensuring and enhancing the rights of social insurance participants along with strengthening communication and raising awareness to limit the situation of withdrawing social insurance at one time.

In particular, the Government will direct relevant agencies to "resolutely handle individuals and businesses that deliberately delay or evade social insurance payments," Deputy Prime Minister Le Minh Khai emphasized.
