On the morning of August 22, under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee continued to organize questions and answers on the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questions from the beginning of the 15th National Assembly term to the end of 2023. Deputy Prime Minister (authorized by the Government) Le Thanh Long spoke to clarify a number of related issues under the Government's responsibility.
Deputy Prime Minister and Minister of Justice Le Thanh Long respectfully thanked the National Assembly deputies for basically agreeing with and contributing many enthusiastic and responsible opinions to the Government's reports on the implementation of the Resolutions of the National Assembly Standing Committee on thematic supervision and questioning. Most opinions highly appreciated the drastic participation of the entire political system, the accompaniment of the National Assembly, the efforts of the Government, all levels, sectors and localities in directing and operating, achieving important and quite comprehensive results in the context of many difficulties and challenges in the world and domestic situation.
The Deputy Prime Minister stated that the achieved results have contributed to strengthening the people's trust in the Party and the State, enhancing the prestige and position of Vietnam in the international arena. The socio-economic situation in the first 7 months of 2024 continued to have a positive development trend, the macro economy was stable, inflation was controlled, major balances were ensured, economic growth in the first 6 months of the year reached 6.42%, exports continued to increase, trade surplus was large, state budget revenue increased sharply, and the state budget financial situation continued to improve.
In addition to the achieved results, many National Assembly deputies with a high sense of responsibility have frankly pointed out the limitations and shortcomings, contributing and suggesting to the Government, ministries, branches and localities important, feasible and practical directions and solutions in various fields. On August 21 and the morning of August 22, 9 Government members participated in explaining and answering questions from National Assembly deputies.
Providing more information on a number of related issues under the Government's responsibility, the Deputy Prime Minister said that, regarding agriculture and rural development, since the beginning of the term, the Government has directed the Ministry of Agriculture and Rural Development to continue to improve legal policies, create conditions for agricultural and rural development, focus on removing difficulties, promote decentralization to localities to decide on changing the purpose of using rice land, changing the purpose of using forests, amending and supplementing detailed Decrees in the fields of forestry and fisheries; has approved and is focusing on directing the implementation of the project on sustainable development of 1 million hectares of high-quality and low-emission rice cultivation, associated with green growth in the Mekong Delta region by 2030.
We have focused on negotiating and resolving technical barriers to continue expanding the market for agricultural products, closely monitoring developments, improving the quality of supply and demand forecasts for essential agricultural products to manage production appropriately, balance supply and demand, enhance trade promotion, connect supply and demand, and link domestic and foreign enterprises. Agriculture has basically developed stably, affirming its position as a pillar of the economy, firmly ensuring national food security and maintaining exports.
Regarding the field of industry and trade, the Deputy Prime Minister said that in order to ensure energy security, the Government has focused on early and remote direction on providing sufficient electricity and gasoline for production, business and people's consumption, and has strongly directed the development of the Electricity Law (amended) project to be submitted to the National Assembly at the 8th Session. Developing policies to encourage development to diversify green and clean electricity sources such as solar power, wind power, and biomass power. The Government will soon issue a Decree on the mechanism for self-produced and self-consumed rooftop solar power to encourage people to use clean energy.
To ensure sufficient gasoline and oil for production, business and consumption, the Government and the Prime Minister have promptly directed the Ministry of Industry and Trade, the Ministry of Finance and relevant agencies to closely coordinate and closely follow the world gasoline and oil market to have appropriate and practical adjustment measures, while strengthening inspection and examination work, continuing to perfect the plan to increase the national gasoline and oil reserve, and issuing a Decree to replace the Decrees on gasoline and oil.
In the field of culture, sports and tourism, the Government and the Prime Minister have issued more than 20 documents under their authority to concretize Resolution No. 08 dated January 6, 2017 of the Politburo on tourism development, becoming a spearhead economic sector, concretizing the 2017 Tourism Law and the task assigned by the National Assembly on the recovery and development of Vietnam's tourism industry after the Covid-19 pandemic. Up to now, the legal system on tourism and policies in this field have basically ensured transparency, feasibility, and met development requirements.
The Government and the Prime Minister have directed the construction, renewal and development of diverse and unique types of tourism with 4 tourism product lines: island resort tourism, cultural heritage tourism, rural agricultural community tourism and urban tourism. Promoting the potential and advantages of nature, climate and cultural identity of each region and area according to the motto: Each locality has a unique tourism product. The Prime Minister has assigned the Ministry of Culture, Sports and Tourism to issue a project to develop night tourism, guiding localities to develop specific implementation plans, suitable to local realities.
In fact, many localities have had new and creative ways of doing things, associated with introducing OCOP products, street food, culture and art, street music performances, creating an impression on tourists. Vietnam's tourism has recovered positively after the pandemic, and is considered a bright spot in the country's socio-economic picture. In 2023, we welcomed 12.6 million international visitors, an increase of 57.5% compared to the set target, with total revenue reaching 672 trillion VND, receiving the award "Asia's Leading Destination" for the 5th consecutive time. In the first 7 months of 2024, we welcomed nearly 10 million international visitors, with total revenue estimated at 513.3 trillion VND.
In the judicial field, the Government and the Prime Minister always identify the task of building and organizing the implementation of laws as a key task to promptly remove difficulties and shortcomings, ensure the legitimate rights and interests of the people, and create favorable conditions for investment, production and business activities. The work of inspecting and reviewing legal documents is directed by the Government and the Prime Minister resolutely, promptly, and with focus. Identifying institutional bottlenecks in all fields, making efforts to remove contradictory and inappropriate regulations that hinder development, contributing to unblocking all resources, promoting investment, production and business activities. Since the beginning of the term, the Government has organized 28 thematic meetings on law making, approved more than 100 proposals for law making and draft laws, submitted to the National Assembly for consideration and passed 41 laws, is developing 40 draft laws, and has issued over 390 Decrees.
The Deputy Prime Minister emphasized that in the past time, the Government and the Prime Minister have focused on directing ministries, branches and localities to seriously implement the Resolutions of the National Assembly Standing Committee on thematic supervision and questioning, achieving many positive results, contributing to the effective implementation of the goals and tasks of socio-economic development, ensuring national defense and security. Many tasks have been completed, creating positive changes in various fields, some regular and long-term tasks are being vigorously implemented. However, some tasks are still slow to be implemented, not meeting the requirements, and need to continue to be directed to be completed, as the National Assembly deputies stated in the questioning session. Incorporating the opinions of the National Assembly Standing Committee and National Assembly deputies, the Government and the Prime Minister will continue to focus on directing ministries, branches and localities to make more efforts and drastic measures in implementing the Resolutions of the National Assembly Standing Committee on thematic supervision and questioning.
The Government respectfully requests and hopes to continue to receive the attention, support and supervision of the National Assembly, the Vietnam Fatherland Front, political and social organizations, mass organizations, National Assembly deputies and voters nationwide, to strive to achieve the highest goals, tasks and plans for 2024, contributing to the successful implementation of the 5-year socio-economic development tasks of 2021-2025 according to the Resolution of the 13th National Party Congress and the Resolutions of the National Assembly.
